Context:

Under the overall supervision of the Chief, Manila Human Resources Operations (MHRO) and direct supervision of the Human Resources Officer (OSU), the Human Resources Officer (ERP Solutions) will be responsible for the supervision of the team in charge of the maintenance of foundation tables using the information coming from the International Civil Service Commission (ICSC), United Nations Development Program (UNDP), UN One HR or similar offices or data sources. In addition, the incumbent will be responsible for analysing overall configuration of the HR system vs the business needs and will be presenting suggestions for enhancements and streamlining human resources processes contained in Enterprise Resource Planning (ERP) application, working closely with the ERP technical teams as and when needed.

In general, the successful candidate will oversee the overall functional maintenance of the Human Resources module of the ERP, will perform quality checks, and undertake any relevant projects to ensure the proper functioning of the interphases. They will also check that all Human Resources processes have the correct information, will perform controls/validations to reduce errors, as well as generate reports as requested by the Management.

Core Functions / Responsibilities:

1. Provide oversight of the maintenance and integrity of the data used in Human Resources functional activities and contained in the ERP HCM configuration, including deployment of activities for data preparation, cutover and uploads.
2. Supervise the foundation tables technical team, the update of the data necessary for Human Resources processes and monitor system performance and data quality to ensure accuracy and reliability.
3. Build and maintain positive relationships with key stakeholders, including IT, HR, other business units and the team, while promoting the inclusion of different cultures, backgrounds, nationalities, gender, identities, and beliefs.
4. Contribute to the analyses of any major changes between an existing policy and the revised
or new policy, whether from the Unified Staff Rules and Regulations, the International Civil
Service Commission (ICSC), United Nations (UN) or similar, to check that the Human
Resources processes and entitlements are correctly configured and reflected in the foundation
tables and ERP.
5. Collaborate with the technical team to provide technical support in in-depth evaluation and recommend improvements of system processes based on policies, instructions, and procedures to address organizational requirements.
6. Act as a Focal Point for Human Resources units related to technical service requests, solution of errors, and business enhancements, by providing specialized support e and proposing solutions. Investigate and resolve HR system issues reported by users.
7. Provide technical support in analyzing the problems and gaps between Human Resources processes, current business needs and the ERP standard product in close collaboration with all
units in Department of Human Resources, Manila Administrative Centre, Panama Administrative Centre, Resources Management, Finance, Supply Chain, Treasury and Budget.
8. Provide technical support in determining e the requirements and translating these into customizations, processes in the ERP, system integrations, and contribute to the complex business projects to enhance efficiency, continuity, and performance of Human Resources processes.
9. Propose test plans to check that the implementation of changes, enhancements or fast formulas are reflecting the business needs. Perform quality checks to mitigate risks and avoid losses.
10. In coordination with the Human Resources Officer (OSU), approve changes, updates and enhancements related to Human Resources processes contained in the ERP after reviewing the test results and necessary supporting documentation.
11. Provide guidance, troubleshoot, and facilitate the trainings for end-users and newcomers on system functionality, processes, and procedures.
12. Maintains technical and user manuals for future reference of end users.
13. Contribute to the development and maintenance of training materials and training delivery to HR users.

14. Participate in ERP HR activities and deliverables, special projects related to HR or ERP systems as assigned and provide support to other ERP system components as needed.
15. Performs such other duties as maybe assigned.

Required Qualifications and Experience:

Education

• Master’s or equivalent or higher degree in Business Administration, Human Resources, Information Technology, Computer Science, or a related field from an accredited academic institution with at least two years of relevant professional experience; or
• University or equivalent degree in any of the above fields with four years of relevant professional experience.
• Certified Oracle Payroll Cloud Implementation Specialist is desirable.

Experience

• Depending on the education degree (as describe above), between two or four years of experience overseeing a cloud ERP Application;
• At least two years of managerial or supervisory position with responsibility in a large, multi-country/international organization in a processing environment;
• Implementation or support projects for human resources management and/or system analysis, design, or support in implementation or post go-live phases of ERP for human resources; and,
• Experience in an international UN Agency is an advantage.

Skills

• Demonstrated ability and willingness to work impartially in a team with different culture, background, race, gender, identity, or beliefs. religious backgrounds, gender, and political views;
• Strong development and analytical skills required, including a thorough understanding of how to interpret user and business needs and translate them into application requirements;
• High-level of analytical and critical thinking skills and creative thinking specially in human resources;
• Solid understanding of project management;
• Good verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts; and,
• Master of MS Office including Excel, Power BI, and other reporting tools.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) or Tagalog is an desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
