Context
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. As UNICEF is enhancing its ability to adapt, transform and renew itself in response to the ever-increasing demands and complexity of the 21st century, it seeks to further increase its efficiency and effectiveness in delivering on its ambitious agenda. In an effort to measurably improve UNICEF’s ability to deliver better results for children as elaborated in the Strategic Plan, and to also support the Human Resources transformation strategy, the Division of Human Resources (DHR) has embarked on a transformational process in a number of key areas, including effective talent acquisition, robust performance and career management and supporting organizational results delivery through effective partnerships with clients. DHR will partner with line managers and share ownership and accountability for people management based on clearly defined roles and responsibilities. DHR client service will be more direct, more consistent, and better resourced across all regions and countries. The newly established center of expertise for Talent Development supports UNICEF on nurturing and enhancing the skills, capabilities, and potential of staff to drive individual and organizational growth. The UN assignment of Human Resources Officer (Career Development) will contribute to this ambitious and exciting agenda and will enable UNICEF to better address humanitarian and development needs.
Task description
Within the delegated authority and under the supervision of HR Manager for Career Development, the UN Volunteer Human Resources (HR) Officer will work on the following areas related to the management of the UNICEF Career Support Programme as follows:
• Liaison with external coaches and connect staff with appropriate coaches based on their career development needs.
• Manage the Coaching Tracker to ensure proper coordination and scheduling of the coaching sessions.
• Maintain good relationship with the coaches and service as the primary point of contact.
• Facilitate clear and consistent communication between staff and coaches.
• Maintain accurate records of coaching sessions, feedback, and progress. Ensure confidentiality and compliance.
• Collect and analyze feedback from staff and coaches to continuously improve the coaching programme.
• Serve as the focal point for spouses interested in participating in the Career Support programmes.
• Serve as the primary focal point of contact for spouses, understanding their career aspirations and challenges, and connecting them with appropriate resources and opportunities. • Coordinate with certified coaches to deliver various workshops.
• Support the spouses of UNICEF staff for online English as a Second Language (ESL) Program who wish to improve their English skills, offering an innovative, complete, and immersive online learning experience.
• Provide personalized guidance and support to spouse in navigating job search processes.
• Organize networking events, job fairs, and information sessions within the UN Common System.
• Develop metrics and evaluation tools to assess the effectiveness of the spouse career support programmes.
• Monitor programme outcomes and track spouse’ progress towards employment goals.
• Maintain accurate records of programme participation, outcomes, and feedback. Results/expected outputs:
As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including:
• Increased participation and engagement in career development activities among spouses and partners.
• Regular monitoring and evaluation of programme effectiveness, with actionable insights for improvement.
• Creation of a supportive environment conducive to learning and professional growth.
• Documentation of training activities, spouse progress, and programme outcomes for reporting and analysis purposes.
• Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment.
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.
Qualification Requirement
s• Bachelor’s degree or equivalent in human resource management, business management, international relations, social work, or other related social science field
.•3 years of experience in Human Resources (HR), community engagement, or program management preferred
.• A minimum of two years of professional experience in human resource management in an international organization and/or large corporatio
n• Excellent written and verbal communication skills in English is required. Knowledge of a second UN language (i.e., Arabic, Chinese, French, Russian, and Spanish) is a distinct advantage
.• Excellent knowledge of MS Office and relevant computer systems and application
s• Excellent research and report writing skill
s• Strong analytical skills and ability to synthesize concepts and communicate these concisely in both written and oral format
s• Strong communication and interpersonal skills, with the ability to build relationships with diverse stakeholder
s• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personne
l• Self-motivated, ability to work with minimum supervision; ability to work with tight deadline
s• Have affinity with or interest in UNICEF volunteerism as a mechanism for durable development, and the UN Syste
