NP is a global civil society organisation that collaborates with people affected by violent conflicts to enhance their security and dignity through unarmed civilian protection (UCP) and by helping to transform the world’s response to conflict situations.

JOB PURPOSE

The Human Resources Officer is responsible for supporting the HR and administrative function of Nonviolent Peaceforce Ukraine’s operational programme. The HRO supports the operational team and all staff in Ukraine country programme. The HRO is the in-country HR focal point, and ensures staff are in compliance with policies and procedures. The HRO also provides other support services as required (e.g., finance, logistics and government administrative relations).

KEY OBJECTIVES/RESPONSIBILITIES

Recruitment, Selection, and Placement

  • Maintain updated job descriptions that reflect NP’s mandate ensuring they are evaluated according to NP Job Evaluation Guidelines
  • Ensure hiring practices are fair, equitable, consistent, and comply with local regulations and NP Recruitment Principles
  • Lead in-country talent acquisition efforts including preparing job advertisements, posting, and checking online application forms, shortlisting, interviewing, selecting candidates, and conducting reference checks
  • Prepare contracts (terms and conditions of employment) for both local and expat staff. Issuing all employment and consultancy contracts in compliance with local laws, NP policies, and any relevant donor guidelines
  • Ensure all staff members are onboarded to NP Global policies and procedures, including Performance Management practices

Capacity Building and Staff Development

  • In coordination with the relevant department heads, implement timely and effective staff learning and development programs
  • Analyse training needs in conjunction with departmental supervisors, consulting with the HR team based in HQ as needed

Relationship Management

  • Monitor staff/management issues and support/advise management and staff as appropriate to improve the relations and resolve the issues.
  • Provide support and advice to management and staff as appropriate to maintain a conducive working environment for all

Human Resource Management

  • Lead the full adoption of NP’s HRIS in NP Ukraine across the different teams and employees
  • Ensure personnel files are complete and assure adherence to the highest level of confidentiality in NP’s global HRIS
  • Make regular visits to field teams to provide on-site HR support
  • Liaise with relevant government authorities and HR/ Admin staff in each location to obtain timely visas and residency permits for international staff and visitors as required
  • Consolidate data and prepare reports; provide real-time information to support the day-to-day HR processes as well as the key performance indicators (KPIs) to the Senior Management Team (SMT)
  • Develop HR planned strategies related to new projects, which consider immediate and long-term staff engagement and development
  • Ensure timely submission of monthly timesheets by all employees in NP’s HRIS
  • Coordinate with management to ensure their staff are receiving timely annual performance reviews

Other

  • Provide input for program planning and assessments for capacity building of partners, including partners’ HR planning as well as establishing policies, procedures, and protocols for the same
  • Track staff contracts and performance management timeline in NP’s HRIS
  • Promote and share ideas for improvement of HR functionality
  • Periodically review and update all basic contract-related documents (appointment letters, contracts) and lease agreements
  • Perform any other work duties as appropriate to the role

QUALIFICATIONS AND COMPETENCIES:

Commitment to NP Principles

  • Demonstrate a commitment to NP’s mandate and principles
  • Maintain a positive image of the organization full time while communicating with external actors, staff or operating in the field.

Education, Knowledge, and Experience

  • Degree with specialization in human resources management/ certification in human resources management (SPHR, CHRP, CHRM), or equivalent relevant experience
  • Minimum 3 years’ experience in working in a Human Resources capacity, preferably in a humanitarian/recovery context
  • Experience in facilitating recruitment and onboarding processes (required)
  • Experience working with governmental and international non-governmental organizations, authorities, and agencies (preferred)
  • Experience in handling confidential information (required)
  • Experience handling employee relations matters (required)
  • Experience in preparing staff payroll and HRIS (preferred)

  • Excellent skills in handling and advising on complex people management issues
  • Experience of and well-developed skills in recruitment and selection
  • Possession of independent judgment/analytical skills

  • Fluently spoken and written English and Ukrainian (required). Knowledge of Russian is an advantage
  • Proficiency in Microsoft Office, especially Word, Excel, and Outlook email.
