Human Resources Manager – Ukraine

The Human Resource and Administration Manager will oversee, manage, develop and strengthen all HR and Admin functions in order to provide efficient and effective Human Resources and Administrative support to the NRC Ukraine Country Programme with a special focus on support to management in the strategic development of human resources structure and capacity.

What you will do:

1. Provide support, guidance and advice to CMG members and the broader management team on the strategic development of NRC Ukraine’s human resource structure,
2. Lead the development and implementation of strategic plans to support recruitment, career development, nationalisation and succession planning within NRC Ukraine,
3. Support the Learning & Development coordinator in consolidated training and development plans across NRC Ukraine paying particular emphasis on ensuring that NRC culture and core humanitarian values are institutionalised,
4. Provide leadership, direction and guidance to the HR team both in the country office and to the HR coordinators in area offices,
5. Ensure adherence to NRC policies and the national labour law in all processes and procedures (Advice in personnel conflicts / processes when relevant Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc).
6. Strengthen the recruitment processes ensuring adherence to the minimum standards.
7. Maintain a healthy and empowering office environment that encourages open, honest and productive communication.
8. Ensure that NRC Ukraine maintains effective, efficient staff records including a filing system that meets both NRC standards and Ukrainian legal requirements on document retention and transfer including contracts, leave, medical etc.
9. Provide support and direction to the Staff Care Coordinator to manage staff benefits schemes like medical insurance, life and accident cover, access to MHPSS services etc.
10. Ensure timely processing of the payroll for all national staff twice per month,
11. Provide leadership and guidance to the Admin team on international staff issues such as visas and residence permits, accommodation and registration etc.
12. In consultation with the CD and Head of Support, address staff grievances and disciplinary measures.
13. Coordinate new HR initiatives from NRC HO and CEE Regional Office.

What you will bring:

• University degree in Human Resources Management, Business Administration and/or relevant discipline
• Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context.
• Experience from working in complex contexts.
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal

Context/specific skills, knowledge and experience:

• Knowledge of the context in Ukraine is preferred,
• Experience of the management of HR systems supporting 300 + staff

• Duty station: Kyiv – Ukraine
• Contract duration: 12 months fixed term-renewable subject to performance, structure and funds availability
• Travel : up to 30% within Ukraine
