Terre des hommes, Lausanne is seeking a qualified Human Resources Manager, based in Beirut with some travels to the South and Bekaa.

Job Duties & Responsibilities

The Human Resources department of Tdh Lebanon works to provide the delegation with technically skilled and personally motivated staff. This role will lead the department taking responsibility for the strategy, direction and day to day business of all HR matters. Reporting to the Country Representative and sitting on the Senior Management Team the HR manager is a key leadership position in the Delegation.

This role will aim to provide Tdh with qualified, competent and engaged staff that work to improve the lives of children and their families.

And to insure all staff respect Tdh Global code of conduct, internal rules and regulations, Child Safeguarding CRM Policies, and SoPs put in place by the HR department.

Strategy, policies and reporting:

· Ensure the translation of the Delegation’s Strategic Plan into the everyday work of the HR Department.

· Provide input into delegation wide, strategic planning and decision making, representing the needs and direction of the HR Department.

· Initiates and develops new Policies and SoPs based on best HR Practices and follows-up closely on implementation.

· Maintain an organized system, making suggestions to the Country Representative and the SMT concerning improvements that could be made to the Delegation and the HR systems.

· Lead the HR Automated systems within the delegation, i.e.Payroll, HRIS, Applicant Tracking Systems

· Ensure monthly reporting to the SMT on a set of agreed indicators to inform staff of the Delegation’s current performance concerning HR areas

· Ensure that all information and filing recorded by staff is complete, accurate and accessible for both internal and external audits

Recruitment and Onboarding :

  • Responsible to lead recruitment in line with the Recruitment SOP

· Coordinate with other departments to deliver Induction Training on needs basis, ensuring that all new staff receive a general and specific induction.

Payroll and Benefits:

  • Oversight of staff information related to timesheets and leave, including a monthly review.
  • Responsible for the upkeep of the salary database including monthly reports, in coordination with the Payroll and personnel Officer

· Oversight of staff information related to timesheets and leave, including a monthly review.

· Coordinate with the Finance and Admin Department to ensure that all eligible staff are covered by NSSF and the Insurance provider.

Staff Performance and tenure:

  • Leading Annual Appraisal process for all delegation staff, as guided by the relevant SOP
  • Supporting managers with staff performance management as needed
  • Follow up with direct line managers to ensure all new staff’s probation process is followed.
  • Responsible for ensuring all steps of the End of Contracts SOP are followed

Staff Care and Staff Capacity Building

· Manages the Compensation and Benefits structure and yearly review process for an equitable reward plan, while observing Market Analysis and benchmarking.

· Lead, implements periodic Staff Engagement Surveys and recommends action plan within SMT for change management and improvement measures.

· Lead Staff Care initiatives, Staff events and Team building activities, based on needs and budget availabilities.

  • Lead yearly training needs assessment with SMT members and plan & implement training needs initiatives Follow up with direct line managers to ensure all new staff’s probation process is followed.

Conflict Management:

· Responsible for the delegation’s use of the Grievance SOP to ensure that all staff issues are resolved in a respectful, fair and transparent manner.

· Responsible for the implementation of the Discipline SOP when needed to ensure disciplinary measures are clear, fair and consistent across the delegation

· Responsible for the promotion, training and maintenance of key HR documents such as the Internal Regulations, Job Descriptions, Organogram and HR SOPs

Legal and visas, and expats status:

· Undertake ongoing follow-up with the lawyer in regards to legal matters, law suits, contracts.

· Follow-up on Visas for visitors with the lawyer as well as expatrs WP and residencies

General Management:

• Provide clear information, feedback and support to all staff in the HR Department, meeting and raising issues with the SMT as needed and working together to promote a strong delegation.

• Provide clear and regular feedback on the performance of staff in the Department using agreed upon objectives and clear performance indicators, at least one a year.

• Ensure clear positive communication with all members of the HR Department and the Delegation.

• Work with the Admin & Finance team to ensure a productive flow of financial information both in to and out of the HR Department.

• Ensure that the HR Department keep accurate and up to date information concerning reporting requirements.

Organizational Policies:

· Respects the Tdh Child Safeguarding Policy (CSP) and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP Focal Point with any information regarding potential breaches of the policy.

· Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies.

· Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

Job Requirements:

Academic Background: Degree in Business Management, Human Resources Management, Psychology, or equivalent. MBA is highly desirable

Experience: 7 to 8 years’ experience in Human Resources, with at least 5 years in a managerial role.

Professional competencies:

o Demonstrated experience in Human Resources Practices within INGOs

o Knowledge of the Local Labor Law and NSSF requirements

o Experience handling Employee Relations issues

o Knowledge in Performance Management practices within the humanitarian context

o Knowledge in Compensation and Benefits best practices within INGOs

o Organizational and Leadership Skills

o High level of planning, follow up and analytical skills

Reports to: Country Representative and member of the Senior Management Team. Oversee the activities of the Payroll and Personnel Officer.

Location/Travel: Position will be based in Beirut with visits to operational sites where Tdh Lebanon operates.*Tdh Foundation, Lausanne has a zero tolerance to Sexual Exploitation and Abuse of beneficiaries.
