The USAID Responsible Investment and Trade Activity is a five-year (2020 – 2025) activity that will work with a broad range of international and domestic private sector firms and civil society actors to promote civilian ownership of the Myanmar economy by increasing the share held by responsible, accountable, and transparent firms. Through the Activity, USAID will increase trade and private sector investment. To attract and sustain investment and trade, the Activity is supporting firms operating in or entering the market in Myanmar to improve corporate governance, business transparency, and competitiveness.

Job Title: Human Resources Manager

Project: USAID Responsible Investment and Trade Activity (the Activity)

Location: Yangon, Myanmar

Reports to: Grants and Administration Director or the designee

Overview of the Position

DAI seeks a Human Resources Manager with strong managerial, communication, and interpersonal skills to manage all of the day-to-day aspects of human resources and office management; lead the implementation of HR/admin policies and procedures ensure compliance therewith, and provision of operational/administrative support during project events, meetings, or workshops, if needed.

Under the supervision and guidance of the Grants and Administration Director, the individual will work within a team of approximately 28 professionals to perform a variety of tasks related to human resources function, which may include but are not limited to the following:

Human Resources Management

  • Responsible for the whole cycle of the recruitment process of staff and consultants from advertising the open position; evaluation / short listing of applicants; scheduling/planning interviews and testing, if needed; submission of pre-employment documents and references; coordinating with the DAI-HR contractor for EBD verification; coordinating with home office and assists in packaging documents for submission to USAID.
  • Accountable for the pre-employment checks, salary justification, and negotiations for the offer extension process and employment/consultant agreement preparation.
  • Arrange/coordinate (with IT, finance, M&E, technical team, and procurement) the orientation of new staff ensuring all DAI policies are covered i.e., HR, financial, administrative policies and procedures, procurement, record-keeping procedures, IT and security, equipment, and business ethics, etc.
  • Coordinates with IT Officer in creating DAI email address, IT/Laptop set up and submitting HR Oracle People Process (HOPP) requests to the home office for creating IDs of new staff.
  • Manages all personnel and HR records, both manual and electronic, in 201 files, TAMIS personnel module, and SharePoint personnel section ensuring all are reconciled.
  • Coordinates submissions of performance management plans, objective setting mid-year and annual performance reviews of staff in a timely manner, with frequent follow-up if needed.
  • Support international consultants hiring process, in interviews arrangement, employee biodata sheet (EBD), and other information collections process to Home Office. Keep track of the local and international consultant’s agreement timeline, timecard, invoice, and deliverables submission.
  • Processes resignations or end-of-contracts terminations; contract renewals or modifications, and any staff disciplinary actions in compliance with USAID rules and regulations, DAI policies, and local labor laws.
  • Assists in updating the Personnel Section of the Field Operations Manual (FOM).
  • Provide inputs for quarterly and annual report submission regarding management, personnel action, consultant status, and changes.
  • Works with technical teams to fill surge capacity technical needs especially in developing Scopes of Works.
  • Monitors monthly timecard submission, and leave applications, ensuring staff whereabouts are tracked regularly, including uploading leave balances in TAMIS.
  • Collaborate with the Business Coalition for Gender Equality (BCGE) toward the journey of Know Your Workplace Gender Equality (KYWGE) in providing inputs to the HR data table, policies review, vision board, and implementation of the Action Plan. Act as the representative of the Activity in the Diversity, Inclusion, and Equality (DEI) network, which is founded by BCGE.
  • Serve as the main HR point of contact for the employee assistance program, insurance, and wellness plan ensuring that staff is aware of benefits for staff wellbeing.
  • Manage the medical and insurance schemes, including procurement of services and maintaining a relationship with the supplier’s account manager.
  • Provide support to team members in building capacities and provision of training requested,
  • Assist with the staff compensation/ salary survey and make sure the country compensation plans (CCP) are updated.
  • Perform the duties of the warden and provide support to Security Focal Point (SFP) in updating warden chat, staff emergency contact list, and drill system.
  • Ensure that the project record map (personnel section) is followed.
  • Other tasks as assigned.

Office Management

  • Responsible for the day-to-day aspects of office management i.e., facilities maintenance, cleanliness, and orderliness, supplies inventory/stock are replenished as needed, periodic maintenance of air conditioner and other equipment.
  • Coordinate with Procurement and Operations Specialist on new office equipment or transfers between Yangon and field offices.
  • Coordinate with IT Manager on provision/assignment of computer laptops to new staff.
  • Assists in updating the administrative policies and procedures in the FOM, as well as providing a hard copy binder of operations, policies, and procedures instructions to staff.
  • Work with the management and technical teams regarding organizing project events, meetings, and workshops.
  • Manages petty cash fund, ensuring petty cash policies and procedures are complied with, and the fund is replenished timely.
  • Work directly with the Finance and Operations Manager on special projects including performing periodic audits and spot checks to monitor compliance.
  • Maintain operational records and filing systems in accordance with Project Record Map.
  • Provide daily administrative support to the COP, DCOP, and the Grants and Administration Manager.

Qualifications

  • Bachelor’s degree in Business Management and or any other relevant field is required. Advanced degree preferred.
  • At least 8 years of progressively responsible experience in Human Resources and/or Office Management
  • Ability to understand and apply best practices in office management.
  • Ability to apply laws, regulations, and instructions and interpret DAI and USAID policy.
  • Sound knowledge of administrative and procurement & operations procedures is highly desired.
  • Strong interpersonal skills and ability to establish and maintain effective working relationships with team members in a diversified multi-cultural and multi-ethnic working environment.
  • Skills in managing, organizing, planning, and implementing assigned tasks under pressure of frequent and tight schedules.
  • Ability to perform high-level duties with minimal supervision.
  • Effective verbal and written communication, organizational, prioritization, and Microsoft Office applications.
  • Strong writing and speaking in English required.
