The HRM Team leader will integrate with the other technical development working groups and the IRCS departments and is accountable, under the direction and guidance of The Head of The Development Program for promoting human resource coherence among all the internal partners (technical development working groups and the IRCS departments) and raising awareness of any high-level human resource problems/risks in the coordination or implementation of IRCS Development Program

Job Duties and Responsibilities

Workforce Planning and Recruitment

Agree workforce plan, including defining roles and appropriate organisational structure.

Ensure compliance with national labour law and regulations for national and international staff recruitment in collaboration with The Head of The Development Program

Assess and support the IRCS workforce capacity to scale up in line with operational requirements

Ensure all departments are resourced with appropriate personnel, prioritising critical roles

Work on the overall longer-term response or recovery structure for the IRCS

Liaise with the internal partners (technical development working groups and the IRCS departments) on recruitment and other matters related to staff.

Coordinate and develop a tailored induction programme for new incoming staff involving the IRCS.

Direct a process of organizational development that addresses issues such as succession planning, workforce development, key staff retention, organization design, workflow efficiency and change management.

HR Management and Administration

Advise management on people management issues in accordance with IRCS policy and procedure.

Develop and manage practical and secure HR information systems.

Ensure staff regulations, polices and process are compliant with the national labor laws.

Undertake benchmarking review on compensation and benefits to determine appropriate salary scales.

Effectively manage investigations, disciplinaries and breaches of the IRCS Code of Conduct.

Advise management and, where necessary, deliver training on matters of Prevention of Sexual Exploitation and Abuse, workforce gender and diversity and whistle-blower policies and systems.

Analyse and maintain HR trends and data to influence decision making.

Staff Wellbeing

Promote staff wellbeing and respond to needs as they arise.

Collaborate with staff health, security and psychosocial support (PSS) colleagues to agree on best ways to address staff wellbeing.

Internal and External Relations

Coordination with Movement actors and PNS.

Actively query and highlight any perceived/possible HR related risks in relation to contracts, memorandum of understanding or agreements.

Establish solid and effective communication lines in the Field and towards HQ.

Hold discussions on anticipated staffing needs with internal partners (technical development working groups and the IRCS departments)

Represent the IRCS and liaise with HR counterparts from external partners, such as UN agencies NGO etc.

Duties applicable to all staff

  1. Actively work towards the achievement of the IRCS Strategic Plan and Budget.
  2. Abide by and work in accordance with the Red Cross and Red Crescent principles.
  3. Perform any other work-related duties and responsibilities that may be assigned by The Head of The Development Program

Education

Required:

Relevant university degree (HR/ Business Administration or equivalent)

Qualification in Human Resource management or equivalent knowledge gained through relevant experience

Experience

Preferred:

Minimum 10 years Experience of providing HR services to managers or relevant stakeholders

Experience working internationally and/or in resource-poor environments

Experience in recruitment and selection

Experience in writing and adapting policies and procedures across different country/legal contexts

Preferred:

Experience in capacity building with partners, staff and/or volunteers

Experience working in an emergency response operation

Experience in managing investigations, disciplinaries and issues of misconduct

Experience working within a volunteer-based organisation

Knowledge, Skills and Language

Required:

Understanding of key policies and practices relevant to an emergency setting, such as rest & recuperation, security procedures, psychological resilience, protection from sexual abuse, child protection, whistleblowing etc.

Excellent skills in advising on complex staffing issues

Fluently spoken and written English

Preferred:

Knowledge of IFRC HR systems and procedures

Proven ability to interrogate and utilise management information
