Chemonics seeks a a Human Resources Manager (Iraqi Nationals Only) for the USAID project: Iraq Durable Communities and Economic Opportunities (DCEO). The project aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptive capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development. Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1. This position will be based in Erbil, Iraq with travel throughout Iraq, including Baghdad, Anbar, Basrah, and Ninewa. Responsibilities

  • Lead the recruitment of short-term and long-term technical and operations staff, with guidance from the technical teams, the Deputy Chief of Party – Operations, and the Chief of Party. Including the oganization and scheduling of interviews with candidates
  • Support scope of work development for short-term and long-term positions and opening of new vacancies as needed.
  • Collect biodata information on candidates per Chemonics and USAID rules and regulations, and prepare employment agreements.
  • Ensure that the probationary period’s performance is evaluated for all new hires.
  • Maintain personnel files to ensure completeness. Including, ensuring accurate and timely timesheet submissions.
  • Manage the tracking of leave for staff and communicate with Finance team balance report on monthly basis
  • Serve as liaison between project staff and Health insurance contractor on all health medical reimbursement matters. In addition, ensure project compliance with local labor laws by conducting regular audits to ensure the Project is updated on local labor laws and HR best practices.
  • Work closely with employees and supervisor to ensure that the annual performance review is completed based in Chemonics policy.
  • Prepare HR documentation for project audits, by ensuring that each current and former project employee has an electronic and hard copy file with all requisite personal documentations according to the personnel management policies. Ensure all forms required for personal files are filled out properly and maintained according to the project file management checklist.
  • Perform any other tasks assigned by the Chief of Party or Deputy Chief of Party consistent with the overall nature of the Activity

Qualifications

  • Bachelor’s degree, preferred in management, human resources, or other related area. Master degree is a plus
  • 10 years’ experience, including 5-7 years of management experience in a human resources and/or operations position for donor-funded projects.
  • Ability to multi-task and communicate effectively in a cross cultural environment
  • Attention to detail and strong professionalism.
  • Detailed knowledge of and  experience with human resources for USAID project gained through previous experience in  similar position on USAID project is preferred.
  • Experience working with international development programs is preferred.
  • Excellent interpersonal, diplomacy, conflict resolution, and communications skills.
  • Proficient in Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.
  • Fluent English, Kurdish and Arabic required
  • Demonstrated leadership, versatility, and integrity
