Position Summary

Reporting to the ICAP Senior Human Resources (HR) Manager, the Human Resources Generalist is responsible for providing day-to-day guidance to ICAP New York on a range of HR-related activities including full cycle recruitment, on-boarding, promotions, staff retention and end of employment procedures. The incumbent will provide high level customer service to all colleagues and engage with Mailman School of Public Health (MSPH) Faculty Affairs and Human Resources and Columbia University Irving Medical Center (CUIMC) Human Resources to effectively and efficiently support ICAP’s HR needs.

Position is grant funded.

Responsibilities

Full Cycle Recruitment, Onboarding, Employee Transitions (50%)

  • Manages the recruitment, onboarding efforts and exit procedures for all exempt, nonexempt, student, short-term visitor and temporary/casual personnel; suggests innovative ways to attract qualified candidates and research on relevant niche job boards and other advertising platforms
  • Grants hiring managers access to Columbia University applicant tracking systems and ICAP’s internal applicant tracking system; Ensures that hiring managers comply with recruitment policies and procedures and builds their capacity in the effective use of the associated systems, tools, and processes
  • Work closely with management on all diversity initiatives involving recruitment to ensure fairness in hiring practices
  • Acts as a super user for ICAP’s internal applicant tracking system including facilitating trainings for ICAPs global population, maintaining and revising job aids, and assisting all users with trouble shooting
  • Shortlists qualified candidates and provides interview recommendations to hiring managers; assists with interview scheduling as needed
  • Conducts reference checks and distributes reference reports to hiring managers
  • Collaborates with the Senior Human Resources (HR) Manager to develop competitive salary offers and ensures the required background and any other relevant employment clearances are received prior to candidate’s start date
  • Conducts new hire orientation and leads onboarding luncheons
  • Facilitates staff transitions; including promotions, salary adjustment requests, the conduct and summary of exit interviews among departing employees and all necessary coordination with managers, operations and IT staff to address return of equipment and material upon exit from employment

Leave Management (25%)

  • Ensures that all employees are informed of their options for and steps to take leaves of absence under Federal, State and City laws as well as under Columbia University policy and receive the required notices and forms
  • Informs Columbia University Leave Management and MSPH HR of all leave requests and process the approved leaves to update personnel’s details in the system
  • Escalates all sensitive leave management requests to the Senior HR Manager and Director, Human Resources for review and follow-up

Additional Duties (20%)

  • Oversees management of all internal HR/personnel records and partners with ICAP’s Global Payroll and Benefits Officer to ensure the timely submission to CU payroll of required forms to complete all HR actions
  • Develops and maintains ICAP NY organization charts and salary rosters; assists the Senior HR Manager & Director, HR with the annual roster process
  • Actively participates in developing HR Unit goals, objectives, and systems
  • Maintains absolute confidentiality and sensitivity in all HR-related matters and escalates employee relations matters to the attention of the Senior HR Manager in a timely manner
  • Collaborates with members of the HR Unit to complete special projects

Performs other related duties as assigned (5%)

Minimum Qualifications

  • Bachelor’s Degree or equivalent in education, training &/or experience.
  • Minimum of 3 years of progressive and successful HR experience within multi-cultural non-governmental organizations, academic institutions, private foundations or international corporations
  • Ability to prioritize work related demands and meet deadlines while working under pressure
  • Demonstrated experience working independently with minimal supervision
  • Strong negotiation and problem-solving skills with the ability to establish and maintain professional working relationships
  • High level and effective interpersonal and communication skills both oral and written
  • Demonstrated proficiency in the use of Microsoft Office Suite (especially Word, Excel and PowerPoint) and ability to quickly learn new software

Preferred Qualifications

  • 2+ years of HR experience within an institution of higher learning or international organization a receiving United States Government-funded grants and contracts
  • Knowledge of Columbia University HR-related systems or other common HRIS systems or platforms
  • Current Human Resources Certification

Travel Requirements

  • Up to 2 weeks of domestic travel for professional development or internal meetings
