Job Purpose

Being physically embedded into the HR unit of the URCS, the National Society Human Resources Development Delegate is accountable, under the direction and guidance of the National Society Development Coordinator, for providing specific and technical human resources support to the Ukraine Red Cross Society. The National Society Human Resource Development Delegate works closely with the URCS Head of HR unit to better understand future HR needs and provide necessary HR support. The NS HR Development Delegate will also be working closely with other partner national society ensuring that on time HR support is provided.

Job Duties and Responsibilities

National Society HR Development

Under the direct supervision of NSD Coordinator, provide specific Human Resources (HR) support to Ukraine Red Cross Society (URCS) in creating a professional work environment that offers an opportunity for the well-being, development, and retention of staff through HR best practices in the following areas:

HR (85%)

  • Carry out overall HR needs assessment with the Head of HR of URCS.
  • Based on the needs assessment, in close collaboration with URCS, develop an HR plan of action and a roadmap, with the prioritization of key tasks.
  • Support on HR planning including strategic recruitment, selection and placement policies and procedures, succession planning, etc.
  • Develop a workforce plan, including defining roles and appropriate organisational structure in line with URCS’ current and forecasted needs.
  • Provide overall support on the drafting and development of the URCS’ organogram.
  • Be responsible for the development of, or improvements to existing national Staff Regulations.
  • Provide support on Performance Management and sharing knowledge on HR best practices.
  • Work alongside with managers to develop and establish the highest levels of performance of their team, including the development/enhancement of performance measurement framework.
  • Provide training to staff and managers on the use of the relevant performance tools and advocate for highest standards of performance management.
  • Provide training in basic management skills and business skills to develop a cadre of mid-level managers.
  • Promote staff wellbeing and respond to staff needs as they arise.
  • Identify gaps and contribute to the definition of Learning and Development actions as appropriate.
  • Review the current HR team composition and structure and link it with the on-going recovery plans.
  • Provide the bilateral National societies with Human Resources technical support and advise when requested
  • Identify HR needs of other Partner National Societies (PNs) in Ukraine and design and provide consequent HR support.
  • Support URCS in promoting volunteer and youth recruitment, retention and capacity building:
  • Assist URCS in developing clear youth and volunteer engagement strategies and plans
  • Engage in the implementation of plans with focus on the conflict affected oblasts
  • Provide advice and recommendations in HR processes automation (tracking staff contract expiry dates, collecting requests for annual leaves and other HR data from employees, proper handover HR documents between URCS offices).
  • Provide support and advice to URCS on the elaboration of the HR and Administration budgets.
  • Establish, nurture and promote an enhanced corporate culture (especially, emailing culture and keeping subordination line while emailing each other, etc.).
  • Look over the duty of care aspects including psychosocial support (PSS) component of all staff and follow-up to ensure adequate staff well-being and support when needed. Design a strategy to bring PSS closer and accessible to all staff ensuring that it is provided in a timely and effective way.

Admin (15%)

  • Provide technical support in implementation of office processes and protocols as per URCS Standard Operating Procedures, Health and Safety.
  • Improve the process of office supplies and assets procurement orders, contracts for suppliers, lease agreements etc.
  • Contributes to the preparation of accurate and timely human resources reports, including the reinforcement of existing reporting systems and tools.

Education

Required:

  • University Degree in Relevant discipline

Preferred:

  • IMPACT/Basic Delegates Training Course or equivalent knowledge
  • Masters qualification or equivalent in Human Resource Management

Experience

Required:

  • 4+ years of work experience with a humanitarian aid organisation in a developing country
  • Red Cross/Red Crescent knowledge and experience
  • Experience of providing HR services to managers or relevant stakeholders
  • Experience of working within multi-locational operations
  • Experience in relationship building, capacity building, coaching and mentoring staff and partners
  • Experience of writing and adapting policies and procedures across different country/legal contexts

Preferred:

  • Experience within the RC/RC Movement

Knowledge, Skills and Language

Required:

  • Project management skills
  • Ability to work in a cross-functional environment
  • Excellent communications skills including report writing
  • Ability to work to tight deadlines and handle multiple tasks
  • Problem solving skills
  • Must be able to travel at all times and at short notice and to work outside normal working hours as the situation requires and under stressful working condition
  • Fluent spoken and written English

Preferred:

  • Valid international driving license
  • Knowledge of IFRC HR systems and procedures
  • Good command of another IFRC official language (French, Spanish or Arabic)
  • Fluent spoken and written Ukrainian or other regional language(s)
