The International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC offers life-saving care and life-changing assistance to refugees made to flee from war or disaster. The IRC is currently engaged in an emergency response in Ukraine as result of Russia’s military attack, and is working to facilitate immediate assistance that can be used where it is the most needed.

JOB SUMMARY:

The Human Resources Coordinator is responsible for the overall management and execution of IRC’s Human Resources policies, procedures, guidelines and tools across Ukraine. The HR Coordinator will ensure efficient and high quality staff recruitment, contracts management, orientation, learning and development, performance management, compensation and benefits, policy and labor law compliance, employee engagement and staff care.

The incumbent will adapt and implement Global HR initiatives and practices and serve as an advisor to improve staffing resources and performance, promote a positive organizational culture, minimize risk, and ensure the efficiency of HR processes and procedures to support IRC programs.

RESPONSIBILITIES

HR Partnership & Strategic Support

  • Complete the establishment of the HR department and provide management oversight and leadership.
  • Develop an HR strategy for the country program that is in line with the organization, region, and global goals.
  • Devise and implement metrics to supervise the delivery of meaningful strategic objectives.

Hiring & Recruitment

  • Oversee full-cycle recruitment process for new staff, employing traditional sourcing strategies, actively networking and employing innovative, creative recruiting methods to hire the best talent.
  • Facilitate and coordinate recruitment and selection process according to IRC policies.
  • Coordinate recruitments and orientations/transition of both new and transferring staff.
  • Review and approve job position requests, job descriptions and make recommendations, ensuring accuracy and consistency.
  • Ensure, the tracking system of the recruitment process and compile monthly report on recruitment are maintained.
  • Review all job offers and contracts and ensure internal equity.

HR Administration & Compliance

  • Serve as the primary source of HR knowledge in response to employee and/or supervisor requests, be well versed in IRC Global HR Policies, and provide weekly, monthly and quarterly HR metrics as required.
  • Be responsible for HR-related administrative duties and ensure they follow existing legal and government reporting requirements.
  • Review, edit and craft policies as needs arise to ensure IRC is in compliance with all local labor laws as well as internal guidelines.
  • Audit and coordinate staff contract management.
  • Lead exit management procedure to ensure seamless and positive transition for departing employee.

Full-Cycle Employment Management

  • Model, promote and uphold a culture of values as reflected in The IRC Way: Standards for Professional Conduct -Integrity, Service, Equality and Accountability.
  • Lead intake, make recommendations, and support resolution of sensitive employee relations matters; conduct workplace investigations if/as needed.
  • Supervise the performance management process, including creating a plan to manage annual reviews, conduct training on goal-setting, and work one-on-one with managers and employees.
  • Develop supportive plans of action for staff care and foster a positive working environment.
  • Work to effectively engage in building trust with staff at all levels and in all roles.

Compensation & Benefits Management

  • Facilitate administration of staff benefits and compensation as stipulated in the HR policies.
  • When possible, ensure the budgeting and implementation of an HR payroll system in place
  • Ensure the process of the monthly HR payroll documentation on timely basis ensuring completeness and accurate documentation
  • Ensure that all exiting staff clearance forms are submitted before final dues are processed.

REQUIREMENTS

  • Bachelor’s degree in HR or equivalent experience. Master’s degree preferred.
  • Proven experience in Human Resources management. Experience in emergency response preferred.
  • Solid understanding of and experience in multiple human resource subject areas including employee relations, labor law, performance management, learning & development, organizational change, organizational development, and compensation/benefits.
  • Ability to quickly build trusted working relationships, deploy influence diplomatically and successfully problem-solve, provide guidance and support to staff.
  • Experience successfully project managing and delivering special HR projects
  • Strong analytical skills and experience using data to design HR solutions
  • Excellent presentation, written and verbal communication skills
  • Fluency in English and Ukrainian required. Other languages a plus.
  • Understanding of humanitarian principles, codes of conduct and ideally, specific sub-sector work linked to NGO field operations contexts.
