Basic purpose of the position

With the development of LWF World Service operations in Eastern Europe, the need for enhanced Human Resources support has increased. This new position is based in Prague and covering Poland and Ukraine and possibly other countries where LWF World Service operates.

The incumbent will cover initially Poland and Ukraine and will be tasked to coordinate setting up sound HR frameworks in the countries of responsibility and to ensure consistency with general HR regulations and guidelines effective in country programs. The scope will expand to other countries once Poland and Ukraine operations become established.

The purpose is also to provide line managers with advice and guidance on daily people management issues, in order to find sustainable and legally appropriate decisions, in accordance with LWF policies/regulations/ procedures and with local employment legislation and practice.

Reporting to the Ukraine Response Coordinator, the incumbent will have to effectively and efficiently liaise with the country directors / team leaders to identify the needs, provide the required advice and contribute to further shaping the development of LWF’s work. Hosted in the LWF Prague Office, the incumbent will comply with LWF Prague Office administrative requirements in the Czech Republic.

It is a local hire, with a regional scope. The position will evolve with the needs.

Position environment and dimensions

Internally, interacts with the World Service and Office of Human Resources teams in Geneva, with HR staff in countries of responsibility, with staff members and especially with the Country Directors/Team Leaders, Ukraine Response Coordinator and with the Prague Director.

Externally, interacts with World Service partners on contractual issues, with applicants to LWF vacancies and their references, with other stakeholders such as administrative state offices, insurance service providers and others.

Required qualifications

A degree in Human Resources or Law or equivalent HR-related combination of education and relevant experience.

Conversant in Office Suite and in the use of HR electronic platforms/e-recruitment/HRIS.

Knowledge and experience

Successful experience in HR in an international environment, preferably in a not-for-profit organization, with the potential to grow.

Knowledge and/or willingness to learn quickly of labour laws in the countries of responsibility.

Demonstrated experience and interest in dealing with administrative HR issues and tailoring solutions.

Good exposure to people management matters and employee relations.

Ability to promote HR & people management good practices.

Demonstrated good understanding of insurance coverage and Compensation and Benefits principles and practices.

Experience in shaping a HR function in a complex setting.

Sensitivity to mentoring staff and to managing conflictual issues.

Language skills

Proficient in English and Ukrainian and/or Polish. A working knowledge of Czech, Russian are assets.

Main duties

HR Development and Framework

In collaboration with the Ukraine Response Coordinator and the OHR in Geneva:

Proactively collects and develops staff regulations applicable to the countries of responsibility, compliant with legal labour laws and procedures, social security changes, and consistent with LWF HR practice.

Conducts ad hoc situation analysis, projections and scenarios.

Leads projects related to salary benchmarking and other benefits.

Identifies staffing needs and advises management regarding planning, contractual and legislative matters.

Recruitment and Hiring

End-to-end recruitment of all related vacancies.

Staff life cycle

Supports induction, performance management process, exit, all matters of staff life cycle.

Ensures personal data of staff, bookkeeping documents, payroll, work time and absence data are safeguarded and recorded as necessary.

Proactively handles questions, conflicts and requests for information; escalates critical or complex issues to the line manager and OHR in Geneva.

In case of emergency, appropriately liaises and coordinates with the OHR, the security manager and the family of concerned staff.

Human Resources Administration

Monitors and liaises with the respective authorities regarding work & residence permits, social charges, income tax, etc.

Responsible for all HR administrative issues.

Informs and adjusts the LWF regulations accordingly.

Support the payroll administration processes in the countries of responsibilities and ensures its smooth and timely roll-out.

Data and Information Management

HR reporting, compliance control and case reporting.
