MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive harm reduction and HIV/AIDS prevention and care, focusing on key populations – drugs users (in Kachin State), and sex workers and LGBTQI+ (in Yangon).

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you define, adapt, plan and supervise the implementation of the mission’s human resources infrastructures including internal procedures and policies, compensations and benefits, talent management, staff disciplines, career development and learning or team building while respecting the local context and legislation and MdM policies and values.

Your main responsibilities are the following:

Human resources management

  • Ensure that every employee file is updated with a contract, updated job description, minimal yearly appraisals
  • Supervise the HR database management, ensuring all important staff information (such as medical licence expiry dates, tax numbers, etc) is complete and up to date
  • Supervise the monthly payment of salaries
  • Coordinate the monthly follow up of HR tools and ensure sharing with HQ the needed updates
  • Coordinate with field team to ensure that daily wage workers including community workers are working in compliance with existing labour laws and MdM internal policy
  • Participate and ensure the rolling out of the new classification and salary grid within the mission as well as the new salary policy for national staff

Team management

  • Recruit the staff under your direct or technical responsibility
  • Provide regular evaluation to the team
  • Reinforce the capacity building of the HR department staff

Development of HR policies and tools

  • Review and improve the HR policy
  • Ensure complete implementation of the MdM HR policy and its application to the national staff
  • Ensure the accurate implementation of the conditions of employment and internal rules
  • Develop and harmonize the necessary HR tools and supervise the implementation by all field teams
  • Improve the organizational chart, clarifying hierarchical and functional links and follow the set-up for its monthly update
  • Ensure that all staff are informed and trained about the existing policies
  • Update the classification and salary grid and ensure its strict implementation on the bases
  • Develop job profiles for existing or needed positions
  • Centralise and coordinate the annual training plan and support its implementation
  • Participate to the definition of HR needs in terms of writing project proposals and any amendments
  • Supervise the administrative and payroll procedures and support the finance team to ensure timely accurate salary payments
  • Support the implementation and follow up of the expatriates RH policy
  • Take part in disciplinary procedures and investigations

PSEA Policy

  • Support the general coordinator regarding the implementation of the updated MdM PSEA (protection against sexual exploitation and abuse) policy
  • Ensure the implementation of a reporting and complain mechanism related to PSEA
  • Train HR staff on presentation and implementation on PSEA policies
  • Ensure visibility within the offices on PSEA policies

Technical support and capacity building

  • Carry out the capacity building trainings of HR team on all relevant HR procedures
  • Develop a yearly training needs assessment and a training plan for the mission’s staff
  • Review the existing evaluation mechanism for ‘learning and development’ of employees and carry out necessary changes for improvement
  • Perform regular field visits, to control and supervise the human resources matters, and report to the related coordinators for implementation of key recommendations

Legal Compliance

  • Support the general coordiantor related to timely renewal of MdM MoU/registrations with line ministry
  • Supervise to ensure local tax laws are followed and deposit is done on monthly basis across the mission offices
  • Supervise processing expat staff visas, FRCs, travel authorizations with relevant ministries, authorities on timely manner
  • Supervise the organization of all legal documents, contracts in secured file with proper catalogue.

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 6 months

Starting date as soon as possible
Gross monthly salary: 3 306 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 recovery days per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:
Bachelor’s degree in human resources management
At least 3 years of working experience in a humanitarian context as HR coordinator, administrative coordinator or in HR management
Experience in conflict or difficult context is an asset
Adapt schedules according to priorities and unforeseen events
Read, construct and analyse a budget
Conduct professional interviews (recruitment, guidance, etc.)
Design, formalise and adapt procedures / recommendations relating to HR
Diplomacy, negotiation and networking skills
Ability to work under a minimum of supervision
Reactivity, anticipation, adaptability, capacity to take initiatives
Good Microsoft Office skills (Excel, Word etc.)
Languages: English is mandatory (oral and written), knowledge of French or local language is a plus
