SOS Children's Villages International

Purpose:

SOS Egypt is seeking an experienced and dynamic consultant to conduct an implementation plan for the new structure and salary scale to lead our entity into organizational transformation to apply a new organization structure and salary scheme.

The organization:

SOS Children’s Villages in Egypt is a non-profit organization established in 1977, aimed at providing best quality Child Care & Child Protection for Children and youth who lost parental care in Egypt or at risk of losing it. SOS Egypt works under the supervision of the Egyptian Ministry of Social Solidarity & the umbrella of SOS Children’s Villages International. SOS Egypt is headquartered in Cairo with three children villages in Cairo, Alexandria & Tanta. Total number of employees about 160. First and second lines of management are about 30 employees.

Background:

A new organization structure has been settled in accordance with SOS international standards. Based on that SOS Egypt is seeking for comprehensive change in Staffing, structure, and salary scale to adapt itself to the new structure in order to increase efficiently, effectiveness, and staff morale. As a result of this change, the management is expecting staff performance improvement, skills, and qualifications.

Objectives:

Revision and assessment of the current situation and the targeted one to ensure that the new organizational structure and salary scale are fit for achieving better performance in a costeffective manner and setting a suitable, legal and smooth transition plan considering SOS nature of work and its environmental conditions.

Scope of the assignment: The principal focus of the scope of this TOR is the transition and transformation framework to apply the new organization structure. This might include:

 Adopting a proper change management process to cope with the existing environment in a smooth and flexible procedure

 Support an appraisal process for staff not in direct fit with the new structure and form an independent opinion of their skill gaps and work attitudes to define possible training needs for job reintegration

 Help SOS Egypt set an ongoing system to keep its HR structure healthy and efficient.

 Train and Handover System to SOS Egypt HR, Village Managers and New ND.  Ensure proper follow up for transition plan implementation.

Responsibilities and Deliverables:

Phase 1:

 Get acquainted with all relevant documents concerning the said subject including existing and new organization structure and salary scheme, current staff qualifications, existing working conditions …etc.

 Conduct key information interviews with some stakeholders and key management and representative staff to explore the requirements, obstacles and existing gaps.

 Develop a plan framework for the transformation process to clarify transformation process overview, adopted policies, legal constraints and change management procedure.

 Submit review and assessment report

Phase 2:

 Develop action plan to implement for the transformation management process

 Advise on capacity building and performance management

 Advise Leadership development, futuristically, and especially for the line managers to subsequently implement the change/transition proces

 Support the follow up and monitoring and evaluation, with clear milestones on transformation progress

 Submit final report(bilingual).

Expected starting date is February 1.2023. for a period of 4 weeks for phase 1 and 10-12 weeks for phase 2.

Qualification: Essential: –

 At least 10 years of experience in Human Resources Management

 Proven record in implementing organizational transformation in similar organizations

 Human Resources Management Certificates is a must.

 Preferred Financial background.

 Excellent report writing skills.

 Fluent English spoken and written.

 Availability to fulfil the role and tasks within the agreed timeframe.

Desirable: –

 Human Resources Management experience in NGOs and INGOs.

 Good Communications skills.

 Awareness of local legal laws and labor regulations

Terms of Payment:

 30 % of the total payment will be paid after the completion of phase 1, 70% after completion of phase 2

 The Applicable local taxes will be deducted.

 The payment will be via bank check.

Evaluation:

Evaluation of the proposals will follow the following steps:

 Evaluation of the technical proposals

 Interviews with potential consultant with high technical scores

 Evaluation of the financial proposals.

 Proposals will be evaluated based on 60% technical and 40% financial.

The submitted offer must contain the following:

1- Technical offer that includes:

 An overview of the task according to the required deliverables and expected outputs with detailed timeline.

 Mission implementation strategy including methods and tools for each deliverable.

 An updated CV for the individual consultant or the firm, s portfolio with previous experiences highlighting similar experience.

 Provide a sample of previously produced guide/booklet if available elaborating the details of the client/s for reference. 2- A detailed financial offer including all related taxes.

Confidentiality:

All materials, reports and other documents produced by the consultant will be the sole property of SOS Egypt. The consultant will maintain high level of confidentiality with external and internal actors/stakeholders, with regard to all the materials and reports produced under the consultant. For any use of the produced materials/reports/documents, other than for the purpose of the projects and SOS Egypt the consultant must receive written consent from SOS Egypt.
