The position is open to Ukrainian passport holders only. It is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Kyiv, Ukraine with frequent travel to support our programme areas (mainly Poltavska, Dnipropetrovska, Khmelnytska) in the Ukraine.

​​​​​​Alliance15 members Welthungerhilfe (WHH), Concern Worldwide and Cesvi are working together in Ukraine susing their combined resources and reach, to ensure a quick and effective emergency response to assist the crisis-affected population. This response, known as JERU (Joint Emergency Response Ukraine), is working inside of Ukraine to support conflict affected communities.

As HR & Admin manager you will be responsible for managing the national human resources and admin resources function for JERU. You will line manage and train the national HR Officers in Kyiv and act as functional manager for HR officers based in field offices. A key part of this role will be establishing and strengthening HR processes in the areas of Recruitment, induction, HR Administration, Staff Management, and Training.

Your responsibilities

  • Oversee the fuill recruitment process of all national staff posts to ensure all vacancies are filled with qualified people in a timely manner
  • Establish and maintain a comprehensive confidential data base/filing system for all employees and maintain accurate records
  • Establish confidential grievance and complaint procedures that staff can rely upon; including a database for management purpose.
  • Establish and manage payroll of national staff in liaison with Finance team to ensure all local staff receive the correct monthly payments on time
  • Ensure the implementation of Performance Development Review and probation system, ensuring that it operates equitably and consistently across the organization
  • Promote and ensure compliance with the requirements of JERU’s Safeguarding policies including the Welthungerhilfe Code of Conduct and its associated policies
  • Oversee staff development plans that meet individual and organisational development needs
  • With the support of the Head of Operations, address the various requests of the government, liaise with JERU’s legal adviser as required and ensure necessary follow-up, provide regular and ad hoc legal risk analysis to the CMT as required.
  • Represent JERU in the HR working group meetings.

Your profile

  • A Bachelor degree in relevant discipline such as HR Management or administration
  • At least 3 years demonstrated work experience in HR, ideally with non-governmental organizations, humanitarian and development organizations
  • Experience of managing staff or a team
  • Experience of developing and implementing talent development programmes
  • Experience with setting up and managing payrolls
  • Good communication skills i.e. advisory/instruction skills, network skills, team building skills
  • Fluent in English and Ukrainian, Russaian language skills would be an asset
