Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is setting up humanitarian operations for refugees arriving in Moldova. We are therefore seeking an experienced Human Resources Manager to manage the HR function in Moldova. This is a key position within the management structure of the Moldova Country Office, and an interesting time to join one of NRC’s newest countries of operation.

Duties & Responsibilities

The purpose of the HR & Admin Manager is to ensure that the HR & Admin system in Moldova is set up according to NRC standards and to support programme/project implementation. As NRC is Moldova in currently in emergency response and start-up phase, the HR & Admin Manager will play a key role in: establishing well-functioning HR & Admin department, recruitment, and induction of new staff.

Below is a summary of generic responsibilities:

  1. Implement NRC’s HR and admin systems and procedures
  2. Ensure that country set up adheres to Employment standards, HR policy and other NRC policies
  3. Ensure compliance with the local labor law
  4. Training, support, and development of the HR team
  5. Support and train all staff with HR responsibilities/personnel management
  6. Management of the HR & Admin team
  7. Provide regular HR analysis and reports
  8. Ensure safe and standardized filing of personnel documents in all offices
  9. Oversight of new staff induction
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Required Skills & Experience

  • Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context
  • Experience working in Human Resources for an international humanitarian NGO is highly desirable
  • Previous experience as an HR Manager is preferred
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Knowledge of the context in Ukraine in Moldova is an asset
  • Fluency in English, both written and verbal
  • Knowledge of the local language is an asset
  • Experience with start-up and/or emergency response is an advantage

  • Duty Station: Chisinau, Moldova
  • Contract Duration: 12 months
  • Salary: Grade 9 in NRC’s Salary Scale. NRC offers a competitive compensation and benefits package.
