  • Aiming for all programmes to be women-and young-people led, supporting women, young people, their organisations and networks to have more influence at the national, regional and global level.
  • Shifting the power from North to South, international to local, from a male-dominated system to one where women, young people, their organisations, and networks play a central role.

ActionAid’s response to Ukraine Crisis

Given the acute situation in Ukraine and its global impact, ActionAid has decided to immediately respond to the humanitarian crisis.

Building on ActionAid’s existing partnerships and alliances in countries bordering Ukraine, we are supporting a local partner-led humanitarian response focusing initially on internally displaced people, strengthening women’s and young people’s leadership, and providing immediate humanitarian relief, psychosocial counselling support and prevention of gender-based violence.

ActionAid Spain (Alianza) is the lead for this response, supported by the ActionAid International Humanitarian and Resilience Team (IHART) in line with ActionAid’s internal emergency classification policy.

Target groups will include refugee women and girls affected by/at risk of Sexual and Gender-Based Violence (SGBV), trafficking and sexual exploitation; refugee children and youth (girls and boys), elderly women and men, women and girls, and men and boys with disabilities.

What we are looking for

A decisive person with knowledge of Human Resources (HR) processes and systems. Ideally, have a background in HR administration and experience of rapid recruitment for emergency response.

You should have good interpersonal skills and the ability to speak and write in English. Knowledge of visa processes in Europe in the case of non – European nationals would be an advantage.

Our team

You will be part of ActionAid’s regional response team specifically supporting the Regional Senior Emergency Manager on the implementation and application of HR policies and processes, including provision of HR advisory on best practice HR trends for the team in Ukraine, Poland and Romania.

Purpose of the role

You will be working closely with the Regional Senior Emergency Manager and the HR team in ActionAid Spain but will also be expected to be able to work independently. The purpose of the role is to oversee and manage the HR portfolio of the entire response team in Poland, Romania and and Ukraine including assisting staff who need visas and establishing basic HR management systems.

Main Responsibilities

  • Provision of HR support to the Regional Senior Emergency Manager RSEM) in the management of the the full employee experience, from on-boarding to exit management, ensuring all processes are performed in a timely, efficient manner
  • Support recruitment processes, including developing and posting vacancy announcements, tracking and reporting on recruitment processes, screening and short-listing applications, interviewing and conducting back ground screening and reference checks.
  • Prepare offer letters and employee contracts for new employees, and track contract expiry dates for renewal. Ensure any changes in an employee’s status are adequately documented.
  • Support the on-boarding and induction of new employees, including preparation of an orientation schedule and welcome package, orienting staff regarding employment conditions, registering staff for benefits schemes, and ensuring new staff have appropriate work space and resources
  • Work with programme management team and AA Spain HR Manager to review staffing structures, grading and job profiles.

HR Administration

  • Monitor end of contracts for all staff and provide updates to facilitate necessary action and procedures such as notifications on end of contract, renewal, separation or other as necessary.
  • Collaborate with the payroll accountant and ensure that employee salary and benefits are correctly computed, and that payroll is promptly informed of any changes.
  • Determine and analyse the HR needs of the emergency programme and input sustainable solutions.
  • Monitor and review the impact and effectiveness of HR management interventions
  • Provide a full range of HR generalist services to all staff across the emergency programme
  • Handle and advise on complex people management issues
  • Act as a first line contact person for staff inquiries about ActionAid Ukraine HR policies, resources, and programs, independently resolving requests and escalating to the (RSM) as needed
  • Support candidates who need to apply for Schengen or other visas to work in the EU or Ukraine including analysing processes to access long term work permits for them in their relevant countries of operation (with support from ActionAid lawyers)
  • Policy development and implementation/Legal Compliance
  • Ensure compliance with all AA internal policies and procedures as well as external regulatory concerns and applicable labour laws
  • Administer HR policies, including employee terms & conditions of service, salaries and benefits, employment contracts, leave records etc.
  • Coordinate performance management process as per given policy and guidelines and ensure all appraisal forms have been submitted to HR by the relevant deadline
  • Prepare HR reports as and when required and ensure that these are accurate and submitted on a timely basis.
  • Develop and strengthen HR systems, policy and practice in key HR areas such as recruitment (surge capacity), induction, training, performance management, staff care, annual leave and time off in lieu formats, updating contracts, record keeping, insurance for staff, ensuring all staff are familiar with ActionAid policies on SHEA and Safeguarding, Per diems, R&R, Staff wellbeing etc.
  • Provide legal advisory on HR matters in compliance with Ukraine Labour Laws

Others

  • Implementation of the security protocol under the instructions of the safety and security lead and the organizational policies.
  • Implementation and respect the internal policies of the organization, with particular importance the SHEA and safeguarding policies.
  • Ensure all staff and partners are inducted on sexual exploitation and abuse and safeguarding standards, including setting up clear reporting channels for feedback and complaints on child protection, safeguarding and PSEA.,

Essential Requirements

  • A human resource management/development qualification from a credible institution
  • 3-5 years’ proven working experience in all functional human resource management areas and in progressively responsible roles, with sound cross-functional experience.
  • Must possess high level of integrity, honesty, maturity, diligence, good attitude and commitment towards work.
  • Must be a team player with good interpersonal and communication skills.
  • Good understanding and application of statutory and labor laws.
  • Expertise in national labour law, employment legislation & employment practices.
  • High level of verbal and written communication skills, with an emphasis on a clear and direct, easy to read written style.
  • Ability to work independently with minimal supervision
  • High level of attention to detail
  • Ability to take initiative
  • Competence to understand systems and structures for international visa processes and research the application process for working in the response countries
  • Knowledge of developing and implementation of HR systems
  • Sensitivity to cultural differences and the ability to work in a wide variety of colleagues of various backgrounds.

  • Excellent knowledge of English (both speaking and writing)
  • Ability to work well under pressure and in response to changing needs and willing to live and work in difficult conditions and travel extensively at the field level.

Location

The selected person will perform his/her duties in Ukraine.

The selected person must make as many temporary transfers and trips as necessary within the response areas for the correct performance of their duties and tasks.
