JOB PURPOSE:

The Human Resource Manager will work with the technical support of the HR Coordinator overseeing all aspects of HR practices and processes. He/she supports the mission staff (National and International) with team management responsibilities in the application of Internal Regulations, policies, and processes and is responsible for the design, regular updates, and implementation of the same. RESPONSIBILITIES:

Planning

• Design, implement, and update the National Staffs Internal Regulations in line with INTERSOS standards and with the local Labor Law. The regulations include ANNEX: the salary grid/list of functions, the recruitment process, the evaluation process, and the steps foreseen for the Induction of newly hired staff

• Develop a standardized Induction program for national staff and international staff in the mission.

• Under the supervision of the HR Coordinator, design and implement the salary grid. Update the grid on regular basis with the support of the Area HR Coordinator

• In coordination with the mission Sectorial Coordinators (e.g., Head of Mission, Country Finance Coordinator, Log Coordinator, Project Manager, HR Coordinator) design and update the mission organizational charts (for both National and International staff) and the national staff Job Descriptions. Guarantee standardization across the mission.

• Follow up on local training opportunities for the National staff and share information/coordinate with the Project Managers or any other relevant team member. Support in the identification of possible training needs.

Implementation and Monitoring

• Monitor and guarantee the implementation of the Internal Regulations through regular visits to the project locations and virtual meetings.

• Keep track of the training taken by the National staff by maintaining a training register and submission of reports on a quarterly basis to HRCo.

• With the support of the HR Officer/Assistant, ensure that all personnel dossiers of Staff, daily workers, and volunteers are kept in order and updated (e.g. contract of employment, contract’s amendment, CV, national ID, pictures, disciplinary measures, leave requests and justifications resignation letters) on the IMP and close monitoring of IMP for accuracy of data.

• Coordinate local recruitment according to the Recruitment Policy & Organogram (e.g.: receives Staff requests, prepares Job Vacancies, checks the received applications and participates in shortlisting, interviews, and oversees the whole selection process). Preparation of job offers and contract packages by liaising with HRCo and HoM)

• Reporting lines of JDs to be checked on a regular basis against the organogram and amended accordingly by liaising with the line managers/sectors keeping the HRCo in the loop.

• Support all team members with team management responsibilities when dealing with disciplinary measures

• Under the supervision of the HR Coordinator, is responsible for all the documentation related to the employment and termination of staff (e.g.: Appointment Letter, Employment Contract, ToR, a contract amendment, contract termination, Exit Clearance Form)

• Liaise with stakeholders in relation to group life insurance, accident insurance, pension schemes, and any other statutory compliance.

• Conduct induction sessions with supervisors/line managers on performance evaluations on a need basis and preparation of reports on IRPs carried out by each department.

• Liaise with stakeholders for obtaining visas/documents for international staff movements and raise PRs and follow up for timely payments and keep the HRCo updated on the same.

Representation

• Liaise with the HR Dept of other NGOs working in Abuja/ Borno state

• Liaise with the local legal advisor and with the labor office on the HR matters

• Performs additional HR-related tasks as assigned by the HR Coordinator

POSITION REQUIREMENTS:

  • MBA/BSc/HND from a recognized academic institution in Human Resources or a relevant field
  • Minimum of 3 to 5 years of proven work experience at the national and/or international level working as an HR Manager, Senior HR Officer, hr-admin-finance Officer, or HR Officer demonstrating experience in HR compliance and reporting.
  • Strong understanding of HR management with HR metrics, in-depth knowledge of labor law and HR best practices
  • Excellent computer skills; Excel (formula), Word (mail merging), PowerPoint (Presentations)
  • Demonstrated leadership and very good interpersonal/communication skills and result driven
  • Active listening, negotiation, and presentation skills.
  • Ability to perform and assure high accuracy in work under stress.
  • Positive and solution-oriented personality

Fluency in English is mandatory. Any local language is an advantage
