Direct Supervisor: DCD of Programs

Administrative reporting: Area Manager – North Darfur

Coordination: Operations team and Health and WASH sectors teams

Location: Based in in El-Fasher with regular supervision of Academic Health Science (AHS) institute in El-Fasher

JOB SUMMARY:

The HRH Project Manager will provide technical leadership to the project team to ensure quality and successful implementation of Italian Agency for Development Cooperation (AICS) funded project in North Darfur.

The role of position involves overseeing and managing project staff, providing programmatic oversight, and ensuring that all activities are implemented according to the project work plan and in accordance with RI policies and donor guidelines. Key aspects of the role include budget management, monitoring of project activities as per the LGF, partnership management, planning, reporting and representation of RI in the state coordination meetings.

This position is based in North Darfur and the HRH Project Manager will work in collaboration with the Health, WASH, MEAL and Grant & Compliance technical coordinators. She/ He will supervise the Construction/Civil Engineer, Nursing &Midwifery School Capacity Building Specialist, and the Principal of Health Professional Institute (Academy Health Science).

The position holder will report to the DCD of Programs and will regularly inform the DCD of Programs and the Area Manager of any potential internal and external risks that may compromise the quality of the project.

ESSENTIAL JOB FUNCTIONS:

Roles & Responsibilities:

Project Management

· Oversee the overall implementation of the Human Resource for Health (HRH) interventions in North Darfur in line with approved proposal documents, the donor’s requirements and RI’s policies, and in accordance with international standards.

· Support capacity building activities on stewardship, leadership and governance for HRH at Academic Health Science and for State Ministry of Health (SMOH), North Darfur State, Sudan.

· Facilitate training for the Academic Health Science (AHS) on effective management of HRH institution.

· Support operational researches, assessments, situation analysis to identify challenges of HRH and appropriate measures to address them in North Darfur.

· Conduct capacity building of SMOH staff and other relevant government staff on management, monitoring and reporting of the health workforce’s performance.

· Support development of sustainability plan for continuity and future development of AHS.

· Lead the scheduling and planning of the monthly project work plans, spending plans, budget reviews at the field level.

· Oversee financial management and execution to monitor the project budget in consultations with finance team.

· Responsible for the development and submission of monthly, quarterly, bi-annual, and annual projects reports to the Grants Coordinator and DCD of programs for review and final sharing with the donor.

· Based at the Academic Health Science, the project will ensure that the day to day activities are correctly run.

Partnership Management

· Ensure program compliance including with implementing partner on award policies and procedures.

· Build and maintain effective relationships with project partners.

· Guide the project partner (a local NGO) and strengthen their capacity through close collaboration, open communication, and capacity building.

· Build capacity of local partner in project management and finance management.

Staff Management

· Line-manage the staff that are assigned to the project including providing day-to-day human resource management, development and training, appraisals and timely performance feedback.

· Build capacity of project staff through formal training and mentorship/ coaching.

· Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback.

Communication and Coordination

· Maintain appropriate, regular, transparent and supportive communication with RI team, local authorities, including SMOH, NGOs, and UN agencies technical sections.

Monitoring, Evaluation, Accountability, and Learning

· Regularly review MEAL data and apply indicator findings to improve program quality. Ensure all programs are data-driven

· Regularly monitor and report on unmet needs and service delivery gaps; Provide a summary of recommended areas of improvement, areas of success, and lead the commencement of an action plan with RI staff, local partners and/or AHS based staff.

· Draft program reports and ensure they are timely and meet quality methodological, institutional and donor requirements.

· Develop and support effective monitoring and evaluation system by collection, analysis of data about protection issues in order to improve the program interventions.

Donor Relations / Funding

· Provide technical input, writing and budgetary input for new program design, as needed.

· Take lead in assessments to inform new programming of impact of RI current programs.

Administration: Finances, Human Resources, and Logistics

· Support project teams to develop job descriptions and recruit qualified staff

· Work closely with the Supply Chain and Operations Manager and RI Sudan operational units to ensure effective planning of support required for smooth project implementation.

· Provide technical support to the supply chain department with regard to specialist medical commodities and consumables.

· Work closely with the compliance department to ensure the implementation of health programs is in incompliance with RI policy and donors regulations

Representation/coordination with external actors

· Represent RI at sector working groups, coordination meetings as well during other stakeholder meetings (if relevant), and maintain a positive, continuous and visible presence for RI.

· Ensure RI’s mandate is shared and explained to relevant stakeholders.

· Pro-actively liaise and build rapport with local officials, community representatives, UN agencies, and any other relevant stakeholders

· Attend health cluster and other coordination meetings physically in the state.

· Attend health virtually health & nutrition coordination meetings held at national level.

Logistics

· Liaise, as necessary, with the programs, procurement and supply chain, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

QUALIFICATIONS AND EXPERIENCE:

· Bachelor Degree in Business Administration, Project Management, or Social science or Bachelor Degree in Nursing or Midwifery.

· Master’s degree in Public Health or Sexual & Reproductive Health or Project Management.

· Minimum 8 years of demonstrated experience in HRH sector at international and national context.

· Experience in Managing School of Nursing and Midwifery or Any Health Sciences school in the position of Dean or Principal.

· Have a business development experience and experience in fundraising for academic purposes.

· Experience in capacity building of staff.

· Understanding of development issues in the health training school Institute sector.

· Understanding of health business innovations and development

· Strong knowledge in planning, implementing, monitoring and evaluating projects.

· Understanding of participatory methodologies.

· Experienced writer, with skills in report writing and proofreading & copyediting.

· Good communication skills; fluent English is required
