Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.

Role Overview
The HRAD is responsible for shaping CPIs vision, policy and procedures and overseeing quality control and operational support in the field of Human Resources and Administration for CPI HQ and its Country Offices. (Bangladesh, Myanmar, Thailand and Nepal)
The HRAD is a strategic partner to the Executive Team and ensures that HR strategies contribute to CPIs overall goals and objectives. The HRAD is responsible for ensuring that CPIs is a responsible employer, supports proper management of HR across the board and assumes full responsibility of all Administrative and legal HR related issues in all Country Offices.
The HRAD reports to the COO at HQ and is an active member of the Senior Management Team (SMT).

Role Main responsibilities
• Spearheading the development of a strategic HRM plan and budget annually in order to efficiently ensure the required HR sizing and capabilities of HQ and the Country Offices
• Lead the design and development of HR and Admin policies, procedures and systems for CPI HQ and its Country Offices in line with global trends and good practices.
• Lead the enhancement of the performance appraisal system and Learning & Development Strategy.
• Streamlining PSEA, GESI, overseeing functioning of feedback mechanisms at different levels
• Develop compensation programs and strategies that allow CPI to attract and retain the best talented staff, and make sure they are equitable across offices.
• Coordinates CPI wide process of organization development that address issues such as success planning, key employee retention and change management.
• Act as single-entry point from Operations regarding HR within given scope
• Advise HR and Admin Managers in country offices on how to tailor general policies, strategies, procedures and guidelines to local context
• Ensure compliance of country offices HR and Admin with policies, strategies, procedures and tools
• Monitor the quality of the processes and results in HR and Admin and ensure appropriate level is attained.
• Improvements of country office team and partners HR performances by enhancing leadership skills and providing tangible aid/tools
• Develop CPI’s onboarding program, ensuring new staff have a thorough understanding of CPI’s mission and goals, policies, benefits, organizational structure.
• Oversee the implementation of staff professional development program across different country offices
• Lead for internal communication and staff engagement activities
• Maintain effective relationship with remote teams, aware of challenges in the country offices and organize support
• Close collaboration with other functional areas of operations, securing coherence and keeping an overview
• Conduct regular field visits to ensure HR policies and procedures are implemented correctly and advise on improvement where need be
• Represents CPI in meetings with Authorities and other INGOs for HR or Administration related issues and update CPI Executive Team on relevant issues

ESSENTIAL SKILLS
• Master’s degree required in Human Resources, Business Administration, or related field
• At least 10 years’ experience in HR and 5 years’ as an HR Manager or Director preferable with an INGO
• Excellent written and verbal English skills required
• Burmese and/or Thai language skills are preferred
• Excellent interpersonal skills with the ability to interact professionally with employees at all levels
• Knowledge and experience working in Thailand, Myanmar and/or Bangladesh, familiar with national employment laws
• Mature and strong personality, high motivated to implement and develop a professional and animated HR in CPI
