JOB CONTEXT:

The Syrian crisis is one of the main humanitarian crisis of the last 20 years. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along three main pillars:

  • Support to health partners
  • Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
  • Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

To carry out this project, HI is looking for a Hub Manager for 12 months.

YOUR MISSION:

Under the direct management of the Country Director based in Amman, you will manage an operational team composed of an Area manager for each governorate of intervention (2) and a dotted line management with the support function. Your main responsibilities are:

  • You are the official representative in the area for the whole of HI, both internally and externally, promoting the excellent reputation and positive image of HI.
  • You are responsible for developing and implementing the project part of the Country Programme operational strategy for the country in which you are based
  • You ensure the monitoring of operations in the area, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors.You are supported in this mission by the Technical Unit, country-level MEAL and Support Service managers.
  • You actively monitor and analyse developments in the context in your geographical area in order to identify risks and opportunities, and proposs actions to the Country Director
  • You contribute to organisational transformation in line with the Simplification, Shared Services and ROOTS projects. In the event of an emergency, you take responsibility in accordance with the response framework defined.

YOUR PROFILE:

  • You hold a Bachelor or Master degree in related field (political sciences, humanitarian work)
  • You have More than 7 years working experience as humanitarian worker with progressive increase in responsibilities
  • You have at least 4 years working experience-managing teams, particularly in generalist positions (Project Manager, Area Manager) and demonstrate strong leadership skills with multi-cultural and multi-sector teams, on-site and remotely
  • A previous experience working in humanitarian programs in the Middle East and in remote control programs would be preferable
  • Fluent English, some knowledge of Arabic will be an asset

CHARACTERISTICS OF THE POSITION:

International staffs live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens. The security situation in the area remains calm but instable with recurrent military pressures from various actors, creating uncertainties to access certain areas

  • 12 months International contract starting from 15th of July 2022
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 3000 € gross/month upon experience
  • Perdiem:553.57 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 7 days every 8 weeks
  • Position : unaccompanied
  • Paymentfor travel costs (air ticket & visa)
  • Housing: Collective taken in charge by HI
