HRSS Subject Matter Expert – End of Mission (Open for PH Nationals Only)

JOB PURPOSE

The “HR Shared Services” (HRSS) was transferred to the Manila Shared Services Center (MSSC) in 2016. Its mission is to accompany ICRC employees whose contract is subject to Swiss law (4,000 people) in their HR administrative requirements to ensure a smooth professional journey in the organization. It is comprised of different services such as HR Administration & Contracts, Global Mobility and other HR Specialists. The HRSS also extends its services to the entire workforce of the ICRC through iDevelop request processing, and to HR services providers via its Business Proximity Support (BPS).

Within the structure of the HR Shared Services, the Subject Matter Expert – End of Mission (SME) acts as the institution’s focal point for all processes related to ending of mission and/or ending of contract, including but not limited to, ending of allowances, insurances, providing termination letter, payment of holidays, and other related family matters. He/she is responsible for performing controls necessary in ensuring quality of data and service necessary as well as designing, improving or changing the benefit administration processes. All these are in line with the ICRC policies as well as Swiss Labor Law obligations.

RELATIONSHIPS

  • Interacts with all HR Services Specialists, Team Leads, Team Coordinators, and officers with their expertise and solicits their support when necessary
  • Interacts with Talent Managers, HR Managers, Line Managers, and other stakeholders to support policy clarifications if necessary
  • Interacts with employees as necessary

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other team members or departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

Generic functional responsibilities

  • Manages queries and liaises with the HR Administration Specialist 2 / SME coordinator on how to manage exceptions
  • Proposes solutions for specific cases related to subject matter
  • Liaises with the HR Administration Specialist 2 / SME coordinator in cases of dispute or disagreement
  • Provides support and guidance to other HR Administration teams in HRSS and other HR departments
  • Develops and keeps documents and processes up to date
  • Develops and updates the control environment for their field of expertise
  • Participates in the annual audit under the guidance of the HR Administration Specialist 2 / SME coordinators,
  • Contributes to the HR Portal and digitization initiatives
  • Support other SME members

Subject Matter Expertise / End of Mission

  • Interprets and administers end of mission process in accordance with the ICRC applicable rules and policies
  • Develops broad knowledge within the field of expertise, and familiarizes with other related processes
  • Seeks and implements continuous improvement opportunities to ensure the HR Shared Services maximize service and efficiency together with the team leads and Business and Quality Analysts
  • Develops and updates process documents and job aids, as well as suggest changes in necessary knowledge bases (i.e. intranet page)
  • Administers end of allowances and insurances correctly and on a timely manner
  • Recovers overpayment or process underpayment of allowances related to end of mission

Control and Reporting

  • Develops and conducts controls on end of mission dates, confirmation of last day, and liase with stakeholders to follow up on end of mission form
  • Enforces standards to collect, consolidate and analyse information to identify issues and potential risk areas, (e.g. potential underpayment or overpayment of allowances)
  • Prepares data for internal and external compliance reviews or audits
  • Helps ensure that ICRC tools and systems are in accordance with the ICRC policies and processes
  • Performs impact analysis of new policies and process changes, and design adapted controls.

HR Shared Services Support

  • Manages queries and escalations, liaising with the management and/or other specialists for, but not limited to, exceptional cases and policy and procedure disputes
  • Participates in projects, i.e. HR Ticketing and/or HRspace UAT, as necessary
  • Coaches HR Administration Officers L1 for process related matters
  • Advises Team Leads if retraining is required as well as repeated issues identified from control reports, within the area of expertise.

SELECTION REQUIREMENTS

  • Bachelor`s degree or equivalent experience
  • HR certification an asset
  • Good command of English, French language skills an asset
  • Computer proficiency, including Microsoft Excel and working knowledge of HR information systems
  • Typically, 3-5 years’ professional experience
  • Minimum three years’ experience in HR administration, mainly in tasks related to their function
  • Good knowledge of Swiss labour laws and social security system • Knowledge of bilateral agreements an asset
  • Training skills and ability to explain HR concepts
  • Excellent analytical skills, able to multitask in a fast pace environment
