HRIS Quality Assurance Manager

The HR Information System Unit is responsible for the management and maintenance of HR information system and HR applications in the ICRC and ensures that acceptable level of user experience on these tools is attained and maintained. The unit provides functional, procedural and technical support to HR service providers and ICRC employees in HQ and in the field.

The HRIS Quality Manager is a transversal role attached to the Head of HRIS. S/he is responsible for designing, implementing quality processes, procedures; monitoring and reviewing KPIs; and work towards continuous improvement.

RELATIONSHIPS

  • Internally, interacts within the métier, with end-users, ICT, Framework and Compliance and other units or departments at HQ and FD.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

A. Quality Assurance and ITIL v4 Implementation

  • Is responsible for design, monitoring, implementation and update of the unit’s service catalog, service level agreement and operational level agreement against service level targets
  • Is responsible for design, monitoring and analysis of KPIs for operational efficiency to support the management activities and decision making
  • Conducts periodic reviews of the KPI targets for each HRIS subgroup to ensure feasibility with existing manpower
  • Coordinates and collaborates on the design, implementation, monitoring and continuous improvement of HRIS processes, procedures and controls
  • Ensures HRIS is in conformity with institutional mandates on data protection, compliance and or audit in partnership with HR Framework and Compliance, Data Protection Office and other similarly functioning métiers or units

B. Business Process Mapping and Improvements

  • Ensures the overall management of processes, evaluate its consistency and efficiency alongside changing landscape of service delivery within HRIS unit
  • Maintains the accuracy of process definitions on the enterprise institutional tools (knowledge of Visio is a plus but not a hard requirement)
  • Identifies as-is and to-be scenarios and perform gap analysis

C. Data, Dashboards, and HRIS Digital Transformation Contribution to the ICRC

  • Generates numbers and data-driven forecasts or estimates that can serve as “ground truth” or decision guides for HRIS managers and top management during their presentations
  • Creates, troubleshoots, and maintains HRIS dashboards related to key performance indicators from various sources such as PowerBI (for Azure DevOps work), Tableau (for multi-HRIS system work), and Looker (for HR-specific ticketing work)
  • Coordinates data initiatives from within the operational confines of HRIS to other neighbouring units such as People Analytics and Digital Transformation Team to ensure that operational reporting adheres to best practices

D. HRIS Audit Deliverables, Risk, and Control Management

  • Facilitates all the tactical actions required to deliver the audit cycle commitments of the HRIS to both internal and external auditors
  • Triages and supplies datasets, files, formal correspondences, and all the exigencies of audit output deliveries especially during months of September to March.
  • Assists in forensic investigation of employee journeys or outliers to employee onboarding and employee offboarding processes that intersect across components of the HRIS
  • Communicates quarterly responses to F&C and matches the requests from audit findings with available short term and long-term technical solutions.

E. Knowledge Transfer and Documentation

  • Assists in forming good knowledge bases and knowledge transfer initiatives as a business-as-usual commitment with the line manager
  • Provides tutorials and technical resources as needed to various stakeholders within HRSS unit or even from within the HRIS unit.
  • Coordinates with information management officers on best practices in information governance and adapting knowledge base of HRIS according to business requirements

F. Functional Management of SQL Talent and Operational Reporting Support

  • Monitors the workload of the reporting officers.
  • Serves as custodian of daily reporting officer work log and cross checks it
  • Contributes to the annual PMD and growth resources of the reporting officers
  • Provides feedback to reporting officer line manager (Team Lead of L2)

G. Negotiation and Transversal Technical Incident Management

  • Represents the HRIS in transversal meetings and negotiates on behalf of HRIS on matters of shared responsibility with other units in HR and the T&I as the need arises.
  • Protects the technical solutions and discusses with various teams if new technical solutions are required.

SELECTION REQUIREMENTS

  • HR, Business or Technical sciences background
  • 4 – 6 years of professional experience preferably in HR, IT industry
  • Autonomous learner and self-starter
  • Working knowledge of Microsoft SQL and Tableau
  • Knowledge of and experience in HR shared services, processes, and key performance indicators
  • Knowledge and experience of ITIL v4 Framework is an advantage
  • Project management skill is an asset
  • General capability to translate business requirements into technical solutions and vice versa is an advantage
  • Very good command of English, any additional languages is an asset
  • Well organized, able to handle multiple tasks and prioritize, capacity to work under pressure
  • Ability to communicate with technical and non-technical persons and with business executives
  • Constant upskilling and genuine desire to learn new things is an advantage
