GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The Training Officer at GOAL is responsible for developing and implementing training plans, assessing employee training needs, maintaining training records, and coordinating various training activities to enhance the skills and capabilities of our workforce. This role plays a vital part in ensuring our employees receive the necessary training and development opportunities to excel in their roles to support GOAL’s mission and objectives.

Duties, objectives and competencies

1. Training Planning and Development:

  • Develop comprehensive training plans and schedules in alignment with GOAL policies.
  • Collaborate with the HRM to plan annual training activities in alignment with the training budget.
  • Collaborate with department managers to assess and finalize employee training needs.
  • Identify and analyse training gaps and recommend appropriate training solutions.
  • Identify and prioritize training topics based on organizational goals and employee development needs.
  • Keep abreast of training best practices to continuously improve training programs.

2. Training Administration:

  • Maintain organized and up-to-date training records for all training activities.
  • Regularly update the training tracker to monitor training progress and compliance.
  • Process and organize all training requests and Organizational Qualification Request Forms (OQRFs).
  • communicate with staff about training opportunities and facilitate their enrolment.

3. Training Database Management:

  • Create and maintain an extensive staff database to record training needs and track completed training courses.
  • Utilize the database to generate detailed training analyses to generate future training initiatives and strategies.
  • Ensure that annual performance appraisal data related to staff development needs are accurately reflected and documented in the database for comprehensive employee development tracking.

4. Collaboration with External Partners:

  • Foster relationships with capacity-building Non-Governmental Organizations (NGOs) and training centres.
  • Coordinate and arrange external training sessions and capacity-building plans for GOAL employees.

5. Online Training Support:

  • Assist and support the GOAL team in conducting online training sessions on the GOAL authorized training platform LINGOS.
  • Manage all relevant issues on LINGOS platform (opening new accounts, closing accounts of leaving staff…)
  • Ensure that online training materials are accessible and user-friendly.

6. Others:

  • Any other tasks assigned by the HRM.

Requirements (essential)

  • Bachelor’s degree in human resources, economics, education, or a related field.
  • At least 3 years of relevant experience in training and capacity building, preferably within a non-governmental organization or similar setting.
  • A minimum of2 years of experience in a training role, specifically within NGOs.
  • Holding Train-of-Trainer (TOT) certification.
  • Holding Project DPro certification is an advantage.
  • Strong organizational and project management skills.
  • Excellent communication and interpersonal skills (written and verbal)
  • Proficiency in using training management software and Microsoft Office Suite.
  • Familiar with e-learning platforms and technology.
