The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. In the Middle East, NRC has over 3,000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water, Sanitation Hygiene, and Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people.

The Syrian Crisis is well into its eleventh year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The purpose of the HR Technical Assistant position is to assist in the day-to-day implementation of the HR functions.

Duties and responsibilities

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.
Adhere to NRC policies, tools, handbooks, and guidelines
Assist with the implementation and roll-out of the HR & Admin policies and procedures, and NRC standards at the Area level, support field offices on relevant issues
Prepare and develop status reports as required by management
Ensure proper filing of documents soft copy and hard copy
Promote and share ideas for improvement of the HR function
Comply with NRC’s HR and Admin policies and procedures

Specific responsibilities

Responsible for maintaining accurate data in the Staff Database and casual worker’s database (HRM system, HR Agresso, excel database)
Responsible for proper documentation and filing (i.e personnel files, hard and electronic, timesheets, attendance sheets, overtime, leave requests, etc)
Responsible to update personnel files in line with NRC SOPs and maintain the personnel database and organize HR files in the online system as per SSD filing system.
Ensure adherence to national labor law in all HR processes and procedures
Coordinate between CO and AO for creating ID cards and health insurance for new joiners.
Update and maintain the organogram for the Area Office
Support the HR Coordinator in the advertising of new positions including on external websites and responsible for the timely and proper filing of recruitment documents
Supports in the booking and arranging of interviews
Provide support and coordinate new staff inductions
Provide support in procuring as requested, raising necessary requests to the Logistics department, and following up on the purchases
Support staff members with required documents
Any HR-related task as assigned by the line manager

Qualifications

Generic professional competencies:

1 year of Experience working in HR in a humanitarian/recovery context or equivalent;
Previous experience from working in complex and volatile contexts;
Documented results related to the position’s responsibilities;
Knowledge about own leadership skills/ profile;
Fluent in English and Arabic is required

Context/ Specific skills, knowledge, and experience:

Good computer skills in Microsoft office (MS Excel, Word, and Outlook)
Bachelor’s degree in Business administration or any relevant field
Good Communication and interpersonal skills
Strong organizational and teamwork skills
Highly approachable, trustworthy, and confidential
Good diplomacy and negotiation skills
Good cultural awareness and sensitivity
Good knowledge of the English Language(written/spoken)
Fluency in Arabic, both written and verbal
Ability to quickly adapt and work under pressure with minimum supervision
Excellent attention to detail with an ability to prioritize varied workloads in a rapidly changing work environment
