Human Resources Specialist

Position Title: HR Specialist

Duty station: Rome International Office

Reports to: Human Resources Director

Organizational Context

The Jesuit Refugee Service (JRS) is a ministry of the Society of Jesus, acting as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and now has a presence in 57 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome.

The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs. The main services provided are in the field of education, reconciliation, livelihood activities and psychosocial support. Currently, almost 1 million individuals are direct beneficiaries of JRS projects.

Role

The HR Specialist is part of the Human Resources Department and reports directly to the International HR Director. S/he will support the International HR Director on a wide range of staff and work-related issues, both in relation to the International Office as well in support of the Field. A key area of focus for the HR Specialist is investigations.

Key responsibilities

  • Provide advisory services on a wide range of human resources related matters
  • Assist the HR Director in designing and reviewing existing HR policies, guidelines, rules and regulations, advice on their interpretation, reflecting on legal implications and compliance with regulatory frameworks and other JRS policies
  • Support the work of the HR department in managing staff relation issues
  • Coordinate and manage complaints and investigation activities concerning alleged violations of the JRS Code of Conduct and other key policies (Child Safeguarding, PSEAH, anti-harassment etc.)
  • Support the development of an effective case management system and reporting mechanisms
  • Provide expert advice on the effective resolution of complaints, ensuring compliance with JRS Investigation Guidelines and UNHCR or other donor requirements
  • Lead and support other major projects in relation to organizational development and staff management
  • Prepare training sessions and capacity building activities for both staff and manager across the full spectrum of HR activities
  • Support Regional and Country Offices in managing effective recruitment processes (occasionally)
  • Collaborate with the HR Director in the development and management of the HR budget
  • Perform other duties as requested

Qualification and Competencies

  • Master level degree in a relevant field (e.g. law), with at least 5 years of experience in HR and preferably 2 years of experience in investigations or a very keen interest in this area of expertise
  • Demonstrated ability to work proactively and independently, as well as in supervising and coaching team-members
  • Ability to work under pressure in a fast and changing environment, and to meet tight deadlines
  • Proficient with Microsoft Office package, Microsoft 365.

Desirable

  • Post Graduate Degree in Human Resources Management
  • Field experience with an international/intergovernmental/non-governmental organisation
  • Trained in investigations and demonstrated experience in interviewing subjects/witnesses
  • Good knowledge of Italian labour laws.

Languages

  • Proficiency in both written and spoken English is mandatory
  • Working proficiency in French and/or Spanish is highly desirable.

Travel

The position will require travel to JRS locations in the field (20%).
