We are looking for: HR Operation Emergency Missions

Position based in: Abidjan

Mobility: field visits

Type of contract: fix term contract until 30th June 2023

Duration: This is an HQ permanent position with 3 years assignment renewable once. A longer contract will be proposed end June 2023.

Position to be filled on: as soon as possible.

General Objective:

The RHOP Emergency Missions is the HR Referent in charge to assist the emergency unit in all activities to support the missions. He has mainly a technical role. His field expertise is an asset to understand operations emergencies and the translations of operational challenges into HR strategy.

Main responsibilities:

1. Operational:

  • Participate with the unit to the setting up of the strategy, the objectives and the budgets of the missions;
  • Advise the unit on the HR required to implement the operational plan;
  • In collaboration with the Head of Finance, ensure the coherence of the HR budget with activities and follow up with the HR Coordinators;
  • As technical HR Referent for emergencies missions, ensure the implementation of HR standards and HR management framework of MSF WaCA (policies, procedures, tools) by the missions;
  • Define with the HR Coordinators the objectives and HR priorities;
  • Analyze information coming from the field (sitrep, mails, organigrams, etc) and provide feedbacks;
  • Facilitate the rapid and efficient emergency response.

2. Support and Technical expertise :

  • Organize regularly missions field visit for supervision and assessment of HR management and organisation;
  • Take a critical look on HR needs expressed by the field in order to ensure that HR set up respond to the operations needs;
  • Coordinate and advise the definition of the organigrams missions with the HQ operations members;
  • In collaboration with the HRCo and the Pool Manager, ensure to fill the positions to serve better the Projects by optimizing the balance between the operational need and the career path;
  • Facilitate the matching process and ensure that all information required to guarantee the matching process are available for the Pool Manager, and recruitment team;
  • Ensure the implementation of HR management framework consolidated in the fundamental documents (field HR management guideline, HR fundamentals, employee handbook);
  • Contribute and participate to the development of standards and HR management framework;
  • Advise and ensure the implementation of appraisal performance process;
  • Ensure the identification and the follow up of key national staff by the mission;
  • Together with the HRCOs and the recruitment & pool management team proceed proactively to the identification of national/ regional mobility pool available for emergency response;
  • Propose and implement an emergency HR & Admin tool kit;
  • Participate in the identification of trainings HR needs and the measures to respond;
  • Participate in the prevention of the stress management, conflict management, inappropriate behavior, advise and accompany the HRCo in the management of complicated cases;
  • Ensure the living and work conditions are adequate and validate leave policy, accommodation and the Welcome file for each mission and ensure the follow up and the implementation;
  • Brief and debrief the international and national staff;
  • Is in charge of the matching of international staff in the HR Information system;
  • Is in charge to check and classify the proof of life before any departure for a mission.

3. Communication :

  • Communicate regularly with the HRCo and formalize any decision by writing;
  • Ensure the regular assessment of the HR situation of the missions by using the monthly HR reporting and the template of HR fundamentals;
  • Produce and participate to the analysis of statistics and KPIs of his missions;
  • Share and capitalize field HR experiences with the HR Department;
  • Participate to the HR department meetings, “Teams to Teams” meetings with the mission and the weekly operations meetings.

4. Others:

  • Is in charge to manage the emergency pools;
  • Participate in the writing, the achievement and the follow up of HR Operations objectives;
  • Participate to the projects of emergency unit and the HR Department and realize certain studies;
  • Replace, support temporally his colleagues in the HR Operations department when necessary;
  • Participate in MSF WaCA transversal and institutional discussions.

Job Profile:

Education:

  • A Diploma in Human Resources or in psychology, social science and or humanitarian;
  • Equivalent combination of education, training and experience will be considered.

Competencies:

  • Confirmed expertise in HR Management.

Aptitudes :

  • Maturity, open minded and excellent organization skills and communication;
  • Capacity to analyze and make decision and action quickly;
  • Sense of diplomacy, aptitude to negotiation, active listening;
  • Capacity to work in a context of double reporting in a multidisciplinary and multicultural team;
  • Good stress management.

Professional experience required:

  • Minimum 12 months field experience as HR Co, Project Coordinator or Head of Mission;
  • Experience in the opening of missions / new countries (recruitment, administrative registration, development and implementation of HR policies);
  • Experience for emergency missions including emergency pool is an asset;
  • Good knowledge of HR tools and HR fundamentals;
  • Interest for MSF;
  • Field experience on HR position and or team management is required;
  • Capacity to plan and implement a HR support for all kind of projects (emergency included).

Languages skills:

Fluency in one of the two working languages of WaCA: French or English; ability to communicate in the other language.

Computer skills:

Proficiency and excellent knowledge in computers and Microsoft office (Excel, Word, PowerPoint, …) and other HR software (Homere, Oracle etc).
