Country Background

CRS Philippines was established in 1945 and is the longest-running CRS country program in the world. Currently, CRS Philippines focuses its work on agriculture, peacebuilding, emergency response, and disaster risk reduction,. The Philippines country program has more than 100 staff with a main office in Manila and sub-offices in Davao, Tacloban,and Cotabato. CRS programs are implemented through a national network of partners, in close coordination with local, municipal and national government agencies. The Country Program also provides support to CRS’s work in Indonesia, Timor Leste, and the Federated States of Micronesia, and has drawn international recognition for the impact, timeliness, and innovation of its programs and approaches.

Job Summary

You will help coordinate and support the execution of the Country Program (CP) HR strategy and operational plans in support of high-quality programs serving the poor and vulnerable. You will provide responsive, high quality service to address HR programs, services and operations needs in all or some of the areas of recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding/orientation, policies, staff care, and employee administration.

Job Responsibilities **

· Provide support to the Sr. HR Officer in his/her responsibilities with regard to the overall management of HR programs and services in the Country Program.

· Ensures that all staff and their eligible dependents are enrolled in company benefits such as health insurance (HMO), group accident insurance, life insurance, among others. Facilitates enrollment and removal of names of both employees and eligible dependents.

· Facilitates request for reimbursement as well as payments or remittances related to employee benefits.

· In charge of the exit process of separating staff such as issuance of Certificate of Employment, processing of employee clearance, conduct of exit interview, establishment termination reports, Secretary’s Certificate to release Provident Fund benefit, Quit Claim and BIR 2316. This job is also responsible for regularly providing updates to separated staff regarding status of their final pay or severance pay.

· Supports the SR. HR Officer in the recruitment process by administering written exam, scheduling panel interviews, conducting reference checks, completion of dossier for job offer preparation, and conducting onboarding orientation of new employees.

· Ensures completeness of Pre-Employment requirements.

· Maintains record keeping through personnel files and/or HRIS that adheres to required CRS, donor, and local law regulations.

· As needed provide support on analytical reports on HR-related data, metrics and trends to support decision-making, workforce planning and development.

Typical Background, Experience & Requirements

Education and Experience

· Bachelor’s degree in Human Resources Management or Business Administration required. Additional relevant experience and completion of HR certification or courses, may substitute for some education.

· Minimum of three years relevant work experience in HR, preferably with an International or local NGO and good knowledge of HR best practices and standards.

· Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and practices. Good understanding of the local labor law.

· Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications.

· Hands-on experience on Human Resources Information System, specifically in Oracle and Taleo, is a plus.

Required/Desired Foreign Language

Fluent in written and spoken Filipino and English

Travel Required

Travel is 10% of the time.
