General Description of the Organization:

IMPACT- Civil Society Research and Development e.V. , founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey and Syria. Civil society support is the core of ’s mission through long-term and balanced support to individuals and organizations in the conflict and developed countries. main areas of intervention is capacity building, research, peace building and diaspora engagement.

Job purpose:

The HR Officer will support the HR manager in all HR functions, in recruitment, capacity building, oganization development, payroll and HRIS.

HR Officer performs a wide range of duties including some of the following:

Duties, objectives and competencies:

*Recruitment

  • Provide support to line manager at all stages of the recruitment process including developining JD, prepare job announcement, prepare longlist and shortlist, arrange and conduct interviews.
  • Prepare Job offers, reference checks, security checks for selected candidates and sending regret letters for unselected candidates
  • Prepare and update the data bases used in the process such as recruitment tracker and vacancies data bases.

Induction and onboarding:

  • Prepare the induction and orientation plan for new employees, follow up and monitor the commitment from all departments
  • Ensure the new employees sign the needed documents such as the code of conduct and key policies and that they are submitting the needed personal documents such as IDs and Photos …etc.
  • Ensure that all new staff are being evaluated after their probation period ends
  • Keep induction plan and record updated.

*Contracts & Records

  • Review the staff database and HR files on a frequent basis, ensuring they are maintained to an exacting standard, kept up to date and audit issues addressed.
  • Update the contract register and make sure that the contract number added to all contracts prepared.
  • Ensure staff contracts are kept up date and that all staff whose contracts are not going to be renewed are informed at least one month prior to the end of their current contract.
  • Ensure all contract terminations are appropriately documented and all owed monies are paid to the departing staff member.
  • Develop and update the exit data base and keep all archive documentation like( clearance, resignation letter, employee final report.
  • Maintain leave plan and record for all staff and update monthly.
  • In consultation with line managers, ensure that there is cover for staff going on leave.

*Payroll

  • Prepare monthly payroll for all offices
  • Ensure timesheets are completed and forwarded to HR department

Training & Staff Development

  • Support and liaise with all line manager to ensure appraisals are being conducted regularly and appropriately
  • Update the training plan and training record, archive all training certifecates, requests, materials and reports in appropriate folders.

Requirements:

  • Bachelor’s degree in HR or related field.
  • Two years of experience in HR field in NGOs.
  • Strong computer skills in Microsoft packages, including Excel, Word, and Outlook.
  • Trustworthy and honest.
  • Excellent Arabic and English language skills (spoken, written and reading).
  • Diplomacy and negotiation skill.
  • Ability to work with team.
  • High communications skills and deep knowledge of the Syria context.
