Purpose of Position The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, provides the Foreign Commonwealth & Development Office (FCDO) with humanitarian operations services and the UK Government’s Stabilisation Unit (SU) with stabilisation operations support.
The role has a dual purpose; to provide generalist HR support to HSOT core team and also manage an end to end contractor talent management service. You will be responsible for partnering with the HSOT leadership team and external clients to fully understand current and future HR needs. The role will have a strong generalist HR element and will be responsible for leading a small team of HR professionals.
Primary responsibilities: The primary responsibilities of the HSOT HR Manager will be:

HSOT core team generalist HR support

  • Build an overall HR plan that delivers key project outcomes and day-to-day support via the HR team.
  • Employee relations and staff wellbeing case management.
  • Annual appraisal and salary process.
  • Payroll management and administration.
  • Employee engagement and staff communications.
  • New hire onboarding and staff training.
  • General queries from HSOT Staff.
  • HR process and system improvements.
  • Management of HR system and related information.
  • Data and reporting for the project, client and wider Palladium stakeholders.
    Client contractor resourcing – Resourcing of appropriate skillets to roster and contracting of roster contractors for specific assignments.
  • Onboarding, vetting and security clearance, liaising with client HR and security teams as required.
  • Contractor new hire orientation and training.
  • Contractor performance management and welfare issues.
  • Contractor Payroll.
  • Risk management and compliance e.g. IR35, client vetting & security clearance
    HR team management – HR projects and day to day outputs of the HR team.
  • HR team coaching and retention.
  • Direct line management of HR Business Partner, Recruitment Manager and HR Administrator in an overall HR team of 5.
    Palladium corporate – Business partner with Corporate colleagues contributing to the delivery of an overall HR plan for the region
  • Contribution to corporate-led programmes such Diversity & Inclusion
  • Inputs to new HR policies and processes
  • Data and reporting tasks
    Change management – HR aspects of business development and related activities.
  • Tender related activities, including TUPE.
  • Provide HR leadership for integrating new business areas and change related activities.
    General – Participate in the HSOT Duty roster system.
    Reporting requirements – Line reporting to the HSOT COO. Reporting requirements include:
  • Attendance of all team and monthly meetings;
  • Regular catch up meetings with line manager;
  • Monthly, quarterly, annual contractual reporting,
  • Reporting on the status of KRAs and any other important areas of concern; and
  • Any other reporting request as instructed by the line manager.
    Relationships – The role will form part of the HSOT HR Team which is part of the Humanitarian and Stabilisation Operations Team.
  • The role will be required to work closely with client stakeholders on delivery plans and contractor resourcing.
  • The role will be required to work effectively with HSOT HPT and other Operations colleagues as part of meeting overall client requirements.
  • The role will be required to liaise closely with Palladium Corporate HR and other Corporate functions in the EMEA Region. The role has a ‘dotted line’ relationship with the EMEA HR Director.
    Authority levels – The role carries a significant degree of autonomy with appropriate consultation.
    Minimum education and experience required – Proven HR generalist experience.
    • Line management in a HR leadership role.
    • Experience in a fast paced, high volume setting.
    • Public sector experience in the UK is highly desirable.
    • Language skills would be an asset.

  • IR35, TUPE knowledge and hands on experience
  • UK Government security clearance requirements and related HR processes
  • A can-do attitude to enable achievement of challenging goals;
  • Commercially minded with a business focus on deliverables for the end client;
  • Be very organised and able to manage and implement processes;
  • Ability to prioritise work coming from a number of sources and still work to deadlines;
  • Be personable with excellent communication skills (written and verbal);
  • Handling multiple tasks and priorities, with the maturity to remain calm under pressure;
  • Will be willing to work additional hours during emergencies;
  • Open to travel if required.
