Background

FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster or displacement. FHI 360 is currently responding to the conflict by intervening in the health and protection sectors in Chernivtsi Oblast. Within the following few weeks and contingent upon funding, the CRT is looking to expand operations and technical programming in Vinnytsia, Dnipro and Southern Ukraine.

Scope of Work

In this particular context, the Crisis Response Team (CRT) requires the services of a highly skilled Emergency HR Manager and Recruitment Specialist Consultant or firm to support headquarters (HQ) CRT to support the identification of suitable candidates for local positions for its humanitarian response operation in Ukraine. The consultant will work with HQ HR representatives, CRT in HQ and Ukraine, local advertising agencies and third-party employment agencies to ensure that job adverts are timely advertised and candidates are duly selected and vetted.

Specific Tasks and Responsibilities:

  1. Recruitment of local staff positions, including the finalization and translation of job descriptions (2 months):
    1. Coordinate job postings with local/online job advertising agency for posting of planned positions.
    2. Engage with HQ HR to align job descriptions with appropriate classification and compensation.
    3. Screen applicants based on job requirements and provide short lists and long lists to hiring manager.
    4. Schedule interviews with identified interview panels
    5. Coordinate application selection process with candidate data selection and background check.
  2. Liaise with successful candidates and coordinate employee contracting with third party employment agency (1 month, rolling basis as candidates are identified)
    1. Conduct salary negotiations with selected candidates in liaison with HQ’s compensation team
    2. Facilitate background and reference check process
    3. Prepare all required documentations for third party employment agency.
    4. Act as a liaison between third party employment agency and FHI 360 for recruitment
  3. Management of recruitment and regularly check-ins (10 days)
    1. Update recruitment plan weekly and submit to Crisis Response every Friday afternoon.
    2. Meet with Crisis Response Ops once a week to provide update on recruitment process.
    3. Continuously identify challenges and provide potential solutions.
    4. Meet with local HR departments of other INGOs to share lessons learned.

Deliverables:

  1. Task: Recruitment of local staff positions (2 months):
    1. Deliverables:

      1. Preparation of a biweekly recruitment report for Crisis Response feedback.
      2. Job announcements posted and CVs shortlisted
  2. Task: Liaise with successful candidates and coordinate employee contracting with third party employment agency (1 month, rolling basis as candidates are identified)
    1. Deliverables:

      1. Interview summary reports and checklists of required documentation (as required by third party employer and FHI 360) to be prepared for each successful candidate.
  3. Task: Management of Recruitment and Regular Check-ins (10 days)
    1. Deliverables

      1. Weekly updated recruitment plan and informal check-ins documented with Technical Monitor.

Location of Work

Subject to change depending on the team movement plan, the consultant will stay in between Kiev, Vinnytsia and Dnipro areas, Ukraine

Travel

Level of Effort: 90 days, up to 40 hours per week

Period of Engagement: end of July – end of October 2022

FHI 360 will pay for accommodation, per-diem and transport for stays made away from consultant’s primary address

Qualifications

  • Bachelor’s Degree required; background in Human Resources Management or related field of study
  • At least 5 years of professional experience in leading job recruitments
  • Sound understanding of local labor laws and practices
  • Experience working with third party employment and job advertising agencies.
  • Prior experience in a non-governmental organization (NGO), government agency or related industry experience advantageous
  • Excellent written and oral communication skills in English
  • Good command of MS Office applications (Excel, Word, PowerPoint), Share Point, and communication platforms (Zoom, Skype, Teams)
  • Willing to travel between Dnipro, Vinnytsia and Kiev frequently and often in a short notice

Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria:

  • Expertise and qualification in human resources management including planning and execution of recruitment processes (40%)
  • Consultancy experience with similar organizations (20%)
  • Understanding of local labor law (20%)
  • Daily consultancy fee (20%)

Required Documentation

Proposals must include the following components:

  • Current CV
  • Cover letter (max one page) summarizing experience
  • Name and contract details of two professional references
  • Your consulting daily rate in USD. Please note that rate should be all inclusive; however, FHI 360 will provide for accommodations, transport and daily subsistence allowance for locations travelled outside consultant’s primary address
