About us

The HALO Trust is the world’s oldest and largest humanitarian mine action organisation with 8,500 staff in 25 countries and territories. We lead the effort to protect lives and restore livelihoods for those affected by conflict. We remove landmines and make safe other weapons such as cluster bombs, stockpiles of small arms and improvised explosive devices (IEDs).

Since the beginning of operations in Ukraine in early 2016, HALO has grown into the largest international mine action operator in the country. Over 400 national staff are deployed across the government-controlled area of Donetsk and Luhansk regions. HALO teams conduct survey and marking of hazardous areas, risk education, and clearance operations. All staff members are trained in line with international standards, and HALO has developed a set of unique standard operating procedures that are specifically designed to deal with the mine threat encountered in Ukraine.

Role Summary:

This is a full generalist role reporting to the Deputy Programme Manager. You will proactively support the development and delivery of the people strategy for HALO Ukraine. You will lead on all HR activities whilst also supporting the programme senior management on key strategic HR projects that will impact on the organisation culture.

Responsibilities

Line manage the HR Team to provide guidance and mentoring support to ensure service delivery is effective and of the highest standard;

  • Create a culture of continuous improvement and contribute to the development of HR policies, systems and practices, taking the lead on the development and delivery of designated projects on a HALO Ukraine wide basis;
  • Lead and embed change initiatives and other people related projects;
  • Champion and drive employee engagement and high performance ensuring that managers understand the motivational drivers in their teams and provide inspirational leadership;
  • Advise, assist and influence managers to make informed decisions in relation to the effective management and development of their staff;
  • Provide expert advice and assistance to all managers on complex HR related matters;
  • Support process improvement in areas such as performance management, compensation strategy, developing talent acquisition, well-being and culture initiatives;
  • Provide coaching and short training sessions to managers on employment policies and practices;
  • Support the management in providing solutions and advice in people and talent management considerations and activities;
  • Actively participate in on-going training and development activity;
  • Visit HALO locations to provide expert HR advice.

  • Ensure familiarity with and adhere to all HALO policies and procedures.
  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework.
  • Understand and uphold the standards outlined in HALO’s safeguarding policy, acting with due care and attention to safeguard the well-being of anyone that comes into contact with HALO’s work and reporting concerns if they arise.
  • Discharge duties and responsibilities under HALO’s health and safety procedures.
  • Carry out any other duties as directed to meet programme standards and operational requirements.

Person Specification

  • Have proven experience of leading and embedding change management initiatives;
  • Have previously worked leading projects and ensuring consistent roll out across the whole company;
  • Strong generalist experience;
  • Resilient with the ability to adapt in a complex, fast-paced, changing environment;
  • Project management experience;
  • Excellent communicator who can build relationships and influence stakeholders at all levels;
  • Self-motivated with the ability to work with minimal supervision;
  • Sound understanding of employment legislation;
  • Willingness to travel to HALO locations across Ukraine.
  • Ukrainian citizen
  • Fluent spoken and written Ukrainian.
  • Excellent spoken and written English and Russian.

Desirable

  • Driving license
  • Experience working in international organisations would be considered as a strong advantage
  • Experience in managing HR Department and work experience in an organisation with over 500 staff members would be considered as a strong advantage
  • Good command of working in 1C application

Terms and Conditions

Working hours: Monday to Friday, 08:00-17:00, one hour lunch break (40 hours per week)

Salary: competitive, dependent upon experience

Annual Leave: 24 days
