HR and Logistics Officer

LAW is an independent, non-profit organisation comprised of human rights lawyers working in fragile and conflict affected areas in the Middle East, Africa and South Asia. We have a particular focus on gender equality and sexual and gender-based violence, natural resource exploitation, rule of law and accountability, and transformative justice, working to bring justice to those who need it most.

LAW’s Rohingya Crisis Programme

LAW’s ground-breaking Rohingya Crisis programme seeks to ensure meaningful Rohingya participation in the ongoing international justice processes seeking accountability for their persecution in Myanmar, including engagement with the International Court of Justice (ICJ) on the application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar); the ongoing investigation by the Officer of the Prosecutor of the International Criminal Court (ICC) and the work of the Independent Investigative Mechanism on Myanmar (IIMM). Additionally, LAW undertakes innovative strategic litigation on behalf of more than 500 Rohingya clients, and ensures Rohingya voices are prioritised throughout its advocacy.

A key aspect of the programme is LAW’s network of over 50 Rohingya Survivor Advocates, who are given ongoing training to provide legal information to the survivors of sexual and gender-based violence about international justice mechanisms related to the Rohingya Crisis and provide them support in accessing services. In addition to empowering Rohingya women and girls, LAW works closely with male and Hijra (third gender, transgender, intersex) survivors of sexual and gender-based violence to ensure their access to justice.

LAW is seeking a dedicated HR professional to be part of the LAW Family and responding to the needs of both the staff and the organisation to create a supportive, positive and effective workforce. The ideal candidate will be an experienced and enthusiastic team player to support our Bangladesh in human resources and office administration.

Position Description

Reports to: Programme Manager & Head of HR and Compliance

Duration: 12 months – extension subject to funding

Location: Bangladesh

Hours: Full-time 40 hours per week

Role Overview and Responsibility:

The HR and Logistics Officer will be delivering a comprehensive support to the expanding team and ensure compliance. The HR and Logistic Officer will perform activities in accordance with the responsibilities outlined below:

Human Resource Management

  • Leading on the recruitment and selection process; drafting job descriptions, advertising, assisting in short listing, scheduling interviews, preparation of appropriate interview documents and liaising with candidates, as well as participating in interview panels
  • Maintaining a recruitment tracking system and full documentation of recruitment processes including reference and employment checks;
  • Provide on-boarding to new staff; preparing induction programme, scheduling meetings and ensuring the staff have appropriate work space and equipment;
  • Implement HR policies and maintain HR documents, including personnel files, leave records etc to ensure they are accurate and up to date;
  • · Drafting contracts, both internal (staff, consultants) and external (service providers/ suppliers, other vendors), and maintain a monitoring system to tracks contract expiry, dates of renewal etc are adequately documented;
  • Ensure the smooth running of HR-payroll, including timesheets, monthly employee tax deduction, NSSF registration and submissions to the relevant government authorities;
  • Management of staff holiday leave, sick leave, salary payments, exit clearance, etc.
  • Ensure that LAW policy and procedures are embedded and adhered to;
  • Support the implementation of the organisations employee security and safety policies.

Procurement

  • Provide support on the procurement process, obtaining quotes from suppliers and consultants, prepare bid analysis;
  • Support the process of vendor selection and periodic reviews of service level agreements with various suppliers.

  • First point of contact managing office suppliers and ensure utility bills are updated, received and paid on time;

  • In coordination with the Finance Manager maintain inventory of office equipment and assets including lap tops, mobiles, stationary and vehicle registration;

Logistics and Administration

  • Ensure good organization and accountability for all office records (including files and documents except Finance files), materials and LAW equipment;
  • Provide logistics support for various meetings, staff training and travel undertaken by team members, field based staff and other stakeholders,
  • Responsible for organising general office hygiene – cleaning, periodic fumigation and garbage collection.
  • Support the Programme Manager and Finance Manager with preparation of relevant reporting documents to NGO secretariats and government departments.
  • Support and assist international staff with visa applications.
  • Any other duties as specified by the Line Manager or Head of HR and Compliance.

Qualifications, Experience and Skills Required:

  • Bachelor’s Degree in Business Administration, Human Resources Management, or a related field
  • Minimum 3 year’s demonstrated experience working in HR, logistic and administration or a similar position
  • Good understanding of general HR/Admin procedures and policies, statutory requirements, and good financial or accounting background.
  • Experience and skills in staff safety and security
  • Experience working with an International NGO preferred.
  • Proficient in Microsoft Office applications (word, excel, powerpoint, outlook)
  • Excellent communication skills, including fluency in both English and Bengali , spoken and written
  • To work independently, with high level of organization and can prioritize tasks
  • Ensure confidentiality of data and sensitivity of information
  • Flexible and proactive with ability to manage different demands (multi-tasking).
  • Ability and skills to establish positive relationships with various stakeholders;
  • Detail oriented with attention to detail
  • Understands the sensitivity and confidentiality of the HR function.
