Context & Mission
Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).
The mission of the HR Functional Referent is to support the successful integration of HR systems within MSF OCG for the determined perimeter (3 open positions):
- Core HR & On/off-boarding;
- Compensation & Benefits, Time & Attendance;
- Position Management, Recruitment & Matching.
This role focuses on aligning business processes with the organization’s HR strategy, policies, and legal requirements.
Under the supervision of the HR Business Project Manager, The HR Functional Referent will facilitate change management, ensuring that new HR solutions are effectively adopted by key users and that business needs are accurately translated into functional requirements. By collaborating with various internal stakeholders, the Referent aims to enhance the efficiency and effectiveness of HR operations, contributing to the overall strategic goals of MSF OCG.
Responsibilities
Requirements Gathering and Analysis
- Support and coordinate the Subject Matter expert in their effort to gather the requirements.
- Collect, consolidate, assess, and analyze the business needs for the perimeter.
- Validate the business needs consistency with the HR manager and the Business Analyst.
- Translate the business needs into functional requirements.
- Identify improvement and harmonization opportunities.
Documentation and Deliverables
- Redact the appropriate deliverables and documentation with a detailed explanation of the needs.
- Help with the preparation of the user’s guide and the FAQ.
- In collaboration with the Process Manager, update the business processes documentation.
Solution Design and Development
- Participate in the Design and the development of the solution in partnership with the provider and the IT Business Analyst.
- Validate the integration(s) impacting the perimeter.
- Validate the solution and the key deliverables for the assigned perimeter in line with the functional requirements.
Change Management and Communication
- With the support of the Change Manager, prepare and deploy a communication and change management plan for the perimeter.
- Act as a change ambassador and participate in the adoption effort.
Testing and Quality Assurance
- Prepare the Testing campaign for the perimeter (design the test scenarios, assign the tests to the SME’s, define validation criteria’s, follow up of defects) and ensure the scope is fully tested.
- Log the relevant tickets during the Testing phase and monitor/track their resolution by our provider.
Training and Support
- Participate in the preparation of the training plan and facilitate trainings within the scope of the perimeter.
- Provide support to the end users and the SME’s.
- Consult with the provider when appropriate through the agreed channels.
Meetings and Collaboration
- Participate in meetings and ad hoc committees.
- Coordinate with transversal internal teams including HR Operations, Finance, IT Business Analyst, HRIS program team, Change and Communications Manager, and HR Transformation team.
Your Profile
Education
- Tertiary degree in HRM, Business Administration with specialization in HR or Organizational Management
Experience
- Required: recent MSF OCG experience of one of the 3 functional areas (in part or in full):
- Core HR, on/off boarding
- Compensation & Benefits, Time & Attendance
- Position management, recruitment & matching
- +2 years of MSF experience a must
- Preferred: Previous experience in similar project or IT Tool implementation
- Previous experience as in an HR capacity at OCG HQ, Hub or Coordination level is essential
Skills/ Technical competencies
- Very good understanding of the MSF functional and operational processes
- Project management competencies is a plus.
- Good understanding of the MSF current HR IT Landscape
- Great ability to analyze, consolidate, summarize information.
- Ability to focus on details while still having the global picture in mind
- Workday knowledge a plus
Languages
- English and French are the working languages of MSF Switzerland. Fluency in both English and French is required for these positions (oral and written).

Terms of Employment
- Full-time position 100% (40h/week) – 3 open positions
- Fixed-term contract
- Working place: Geneva, Switzerland
- Ideal start date: As Soon As Possible
- Gross annual salary (for 100%): from CHF 93’504.- to CHF 107’280.- (salary commensurate with equivalent experience and internal salary grid)
- Paid vacation: 25 days per year, prorate temporis, plus any Swiss public holidays falling within the contract period.
- Pension plan: pension contribution covered 3/4 by MSF, 1/4 by staff member.
- Relocation package if moving from a different country to Switzerland.
