CONTEXT

The “People and Culture (PAC) Shared Services” (formerly HR Shared Services) was transferred to the Manila Shared Services Center (MSSC) in 2016. Its mission is to accompany ICRC employees whose contract is subject to Swiss law (4,000 people) in their HR administrative requirements to ensure a smooth professional journey in the organization. It is comprised of different services such as HR Administration & Contracts, Global Mobility and other HR Specialists. The HRSS also extends its services to the entire workforce of the ICRC through iDevelop request processing, and to HR services providers via its Business Proximity Support (BPS). As of 2022, a new set of services is offered to ICRC employees under resident contracts (13,000 people) to administer and International Retirement and Savings Plan (IRSP).

PURPOSE

Within the PAC Shared Services, the HR Business Analyst evaluates business requirements and their association with the HR Ticketing Tool. The role is also responsible for planning, overseeing, and leading projects from ideation to completion.

This role will support the PACSS management in ensuring that the HR processes are mapped in a consistent and comprehensive manner, and in streamlining them constantly to ensure the efficiency of the services delivered.

RELATIONSHIPS

  • Internally, interacts with the “métier” teams in MSSC and GVA, “métier” Process Owners and other “métier” Business Analysts.
  • Externally, interacts with consultants.

ACCOUNTABILITIES AND RESPONSIBILITIES

Generic Functional Responsibilities

  • Updates business processes to meet changing business needs
  • Develops best practices for business process improvements
  • Assists in making business decisions relating to system implementation, modification, maintenance, etc.
  • Develops and maintain business process documentations that will be used as reference for preparing Systems implementation, training documents, etc.
  • Prepares and presents analyses, solutions and business cases
  • Coordinates with cross-functional team to develop business process requirements.

Process Management

  • Ensures overall management of processes, their consistency and the efficiency
  • Identifies as-is and to-be scenario and perform gap analysis
  • Maps and deploys HR business processes
  • Reviews templates prior their approval by Framework and Compliance
  • Ensures solutions meet business requirements and quality standards by collaborating with Process owners, Quality Assurance Officer, and other stakeholders
  • Leads ongoing reviews of business processes and develop optimization strategies.

Business Development

  • Gathers and document requirements quarterly to develop the ticketing tool and secures approval from stakeholders
  • Prioritizes requirements based on business needs
  • Reviews test cases prior actual user acceptance testing (UAT)
  • Performs UAT and coordinates issues with HRIS L2 and L3
  • Maps HR Ticketing processes and shares communication materials with impacted teams
  • Creates and maintains templates as agreed with process owners and in accordance to the standards set by HR Framework and Compliance.

Project Management

  • Coordinates with line manager and project manager to define project’s scope and goals
  • Understands the tool and its functionalities in order to design the to-be processes with the stakeholders concerned
  • Coordinates project staff and ensures completion of project deliverables in a thorough and timely manner
  • Plans and schedules project timelines and carry out risk assessment
  • Assesses and understands stakeholders’ constraints and appetite for change and creates communication plan to commonly build solutions
  • Manages change by emphasizing need to change and how to address it, documenting to-be processes, conducting trainings, and monitoring progress
  • Provides post-go live support to make the change stick.

SELECTION REQUIREMENTS

  • Bachelor’s Degree required
  • 3 to 5 years’ experience in a business analyst role, or similar
  • Proven functional experience in delivering and supporting at least one of the following in a multi-organisation and multi-national environment: processes description and mapping, shared services, project management, operational efficiency
  • Lean Six sigma or process management certification is an advantage
  • Solid understanding of project management
  • Excellent interpersonal skills and capacity for collaborative teamwork across disciplines,
  • Excellent conceptual and organizational skills, robust planning discipline.
