Office/Unit/Project Description

The Regional Bureau for Asia and the Pacific (RBAP) of UNDP concentrates its efforts on developing the region’s capacity to promote and accelerate action on its progress towards achieving the Sustainable Development Goals (SDGs). It implements the UNDP Strategic Plan in Asia and the Pacific and delivers on UNDP’s partnerships within the region and with development actors in the region. The Bangkok Regional Hub (BRH) of RBAP is the regional presence which supports the work of the 25 offices across Asia and the Pacific.

The Operations Support Team (OST) of BRH is a provider of a variety of time-sensitive operational services to clients of the Hub, the UNDP Thailand Country Office and other agencies which UNDP supports in Thailand.

Under the overall direction of the Manager, Operations Support Team, overall supervision of the HR Analyst and direct supervision of the HR Associate, the HR Assistant works in close collaboration with other units of OST, programme and project staff in the Bangkok Regional Hub, Thailand Country Office of UNDP and other UN agencies staff to exchange information and ensure consistent service delivery.

Duties And Responsibilities

Ensures implementation of HR strategies through:

  • Full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies;
  • Input to BRH business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.

Implements HR Services Through

  • Acts as focal point for local recruitments and internship selection process;
  • Processes applications for vacancies, including preparing and maintaining case files for candidates, arranges for exams and interviews;
  • Assists in the evaluation and screening of candidate applications;
  • Assists in filling of posts, including initiating and following up on reference check and academic qualifications, and preparing relevant documentation required for recruitment related meetings;
  • Maintains vacancy announcement files and tracks status of vacancy announcements;
  • Assists in the post classification and recruitment request through UNall and coordinates with GSSC on recruitment related matters;
  • Assists in the contract extension request through UNall and coordinates with GSSC on relevant HR transactional work;
  • Maintains proper filing system for HR records and documents;
  • Processes clearances and necessary documents for separation;
  • Provides information for cost-recovery for HR services provided by UNDP to other units or Agencies.

Ensures Proper Staff Performance Management And Career Development Through

  • Assists in monitoring the completion status of UNDP mandatory courses and following up on the completion;
  • Assists in onboarding and offboarding activities for Bangkok Regional Hub;
  • Assists in preparation of necessary documentation for the Performance/ Talent Review meetings.

Provide General HR Related Support Through

  • Drafts and/or processes a variety of correspondence and other communications;
  • Liaises with UNESCAP on learning related activities;
  • Prepares supporting documents for HR related payments;
  • Undertakes research in a range of HR related issues and assists in preparation of notes/reports;
  • Performs general support duties as assigned.

Ensures facilitation of knowledge building and knowledge sharing in BRH through:

  • Participation in training for the operations/programme/projects staff on HR issues;
  • Synthesis of lessons learnt and best practices in HR;
  • Sound contribution to knowledge networks and communities of practice.

Education

Required Skills and Experience

  • Secondary Education is required.
  • University Degree in HR, Business, Public Administration or related fields will be given due consideration, but is not a requirement.

Experience

  • Minimum 5 years for Secondary School, or 2 years for Bachelor’s degree holder, of progressively responsible HR and/or administrative experience is required at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management systems.
  • Experience in HR recruitments would be desirable.
  • Experience working within the UN system would be desirable.
  • Knowledge of Quantum or other ERP system would be a distinct advantage.

Language Requirements

  • Fluency in English and Thai
