Description

Key Responsibilities:  

  • Ensures that staff-management policies are applied correctly.
  • Ensures information flow of HR issues and advises on various issues at the site and maintains adequate communication among staff.
  • Monitors and ensures compliance with local labor laws and staff regulations.
  • Ensures that new employees are welcomed and well-integrated.
  • Updates all the information and tracking tools on Team Space (monthly statistics, monthly reconciliation, Erbil movement) and provides statistics.
  • Ensures absences are properly monitored and supports departments in their leave management.
  • Ensures that HR data is of good quality and kept up to date in HR Space and Strategic systems.
  • Provides general secretarial and administrative support (updating staff files and contracts, handling correspondence, registration and filing, etc.).
  • Prepares contractual documents and ensure their signature (Beginning of contract, amendments, termination, work certificates, recommendation letters, acknowledgment of ICRC Code of Conduct, Staff rules & regulations).
  • Keeps records (e.g. absences) and ensures that HR data is of good quality and kept up to date.
  • Provides administrative follow-up for recruitment and training activities.
  • Support the HR Officer on fulfilling Administration tasks upon request.
  • Responsible for the management of the salary application, specifically to follow up monthly contractual and variable changes of employment contracts of delegation employees.
  • Ensures and validates the proper calculation of monthly salary reports, social security reports, tax, end of severance reports, staff movement reports and payment list.              
  • Applying internal directives concerning salary advances, overtime and holidays.
  • Ensure to compile and correctly submit the annual tax reports for ERB. (approx. 230 staff) to the authorities on a yearly basis.
  • In charge of checking for coherence of the Job Descriptions of staff.
  • Follow up with the concerned departments about the initiation of JDs and any proposed amendments
  • STM management: checking of requests must be done before attribution to avoid wrong information (verification of absence days, attachments, daily workers requests & calculations, dates.). Request must be converted within 48 hours, closed within the month and correctly categorized.
  • Leave management: Strategic must be updated each month with accuracy and transmitted to departments for verification.
  • Filing: responsible for filing daily and no pending documents at the end of each month (chronological filing order standardized, documents in proper categories and names, table of content updated).
  • Coordinate issuance of staff identification cards and card replacement, and maintenance of appropriate.

Level: B2

Duty Station: Iraq – Kurdistan Region – Erbil

Reports to: HR Officer  

Duration of Contract: One-year fixed term contract (with the possibility of renewal to an open-ended contract where performance and competencies are key to be selected for further contractual continuity)

Objective:

The HR Assistant 2 is responsible for HR related issues at the sub delegation level. S/he is the focal point for the Payroll, Recruitment, leave management, HR documentation/contractual updates, monthly social security and tax reporting. S/he oversees the archive filing for ERB site, prepares and updates documents for delivering HR services autonomously with a clear understanding of HR procedures and staff regulations, applying policies and rules in the day to day HR/ADM work.

 

Education and Professional Experience required:

  • University degree or equivalent degree in Human Resources.
  • 4 -5 years’ professional experience in a similar field.                                                                                        
  • Fluent command of Kurdish and English languages. Arabic is an asset.
  • Computer literate, with excellent knowledge of Microsoft Excel, Power Point and Outlook.
  • Experience from working with a humanitarian organization is a plus.                                                     
  • Strong sense of responsibility and adaptability, able to work overtime when needed.
  • Flexibility and ability to work independently and with a sense of initiative.
