TITLE: HR and Administration Manager Liberia

TEAM/PROGRAMME: Liberia CO, Human Resources Team

LOCATION: Monrovia, Liberia

GRADE: 2

CONTRACT LENGTH: Open-ended (National Contract)

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

As a member of the Country Office Human Resources and Administration team and under the guidance of the Director of Support Services, the role holder will be responsible for provision of effective HR and Administrative Services and supporting managers within the country office on various HR and Administrative operational issues, policies processes and systems i.e. recruitment and selection, employee orientation and induction, performance management, learning and development, benefits management and employee relations.

SCOPE OF ROLE:

Reports to: Director of Support Services.

Role Dimensions: Save the Children Liberia Country Office programme is managed in four field offices and the head office in Monrovia, the role holder might be required to provide support to Hiring/Line Managers in all these offices

Staff directly reporting to this post: Human Resources Officer and Administrative Assistant

KEY AREAS OF ACCOUNTABILITY:

Strategic human capital management

  • Engage line managers on people and culture strategy: identifying people issues that must be addressed to deliver program goals.

  • Identify opportunities for significant additional business value through effective human capital solutions.

  • Partner with managers in implementing human capital policy, products and services.

  • Contribute to business decisions as a member of the Management Committee

  • Facilitate/or participate in staff meetings and execute on matters arising from such forums

  • Partner with line managers to lead and facilitate change to further SCI success

  • Proactively communicate HR matters to staff and managers as and when needed

  • Provide a regular update and feedback to Director of Support Services on key HR issues arising and improvements that need to be made

  • Contribute to the implementation of the country HR strategy

  • Policies and Procedures

  • Supervise the Human Resources operations function to ensure that advice and support are provided to managers and staff on interpretation and application of policies and procedures on other related matters

  • Ensure that staff are aware of and adhere to the Child Safeguarding and code of conduct Policies

  • Responsible for and ensuring that all operations aspects of Human Resources within the CO are delivered according to best practice of HR standards and in compliance with local law and SCI policies;

  • In conjunction with the Director of Support Services contribute to development and/or review of HR policies, procedures ensuring legal compliance with the local legislation is observed.

  • Support managers in implementing polices and processes on matters related to resourcing, terminations, performance management, remuneration, employee relations, grievance and disciplinary management

  • Ensure compliance with and promoting all SCI policies such as Code of Conduct, Child Safeguarding, Whistle blowing, Fraud, and Anti Harassments

  • Provide a senior generalist HR service to managers across a full range of HR issues

  • Recruitment

  • Ensure appropriate recruitment, retention and succession of staff including orientation programmes; design and implementation of compensation

  • Prepare terms and conditions of employment and issue all employment contracts in compliance with Liberia’s Labour Law and SCI HR best practices

  • Contributing to the proposal development process, ensuring staffing plans are underway and aligned with SCI policies

  • Performance Management and Learning and development

  • Lead implementation and maintenance of performance management system that is in alignment with organizational goals

  • Ensure that performance reviews are conducted regularly by supervisors; provide training and advice to managers on effective implementation of performance management

  • Ensure that staff have access to HR guidance on individual development opportunities arising from performance review feedback and personal career development interests

  • Monitor and advise on disciplinary matters in accordance with established policies and procedures

  • Responsible for ensuring that all staff attend/undertake mandatory trainings

  • Compensation and Benefits

  • Provide support to any salary benchmarking exercises initiated by the Country Office.

  • Ensure availability of a clear salary grading structures in accordance with SCI reward policies and statutory laws

  • Provide guidance to HR team with salary decision making for new joiners and existing employee

  • Lead and manage salary and benefits processing

  • Employee relations

  • Key focal point for receiving staff grievances in area offices

  • Provide advice and support to line managers and staff on interpretation and application of policies and procedures and on other HR and general administration matters

  • Provide guidance and advise managers on the process of handling staff grievances and the legal implications

  • Escalate serious grievances to Director of Support Services for advise and intervention

  • Manage the relationship between staff reps and management. This includes participation in negotiations, problem/issue management – document and file the proceedings and decisions made

  • Interface with regulatory entities on behalf of SCI whenever requested to do so.

  • Maintain a record of all grievances and share with the Director of Support Services as agreed

  • Talent Management, Mentorship Programme & Succession Plans:

  • Work with departmental heads and line managers to provide them with necessary guidance and support in selecting and managing the talent pool.

  • Follow up and monitor implementation of the talent management programme.

  • Coordinate the development of and follow up on implementation of individual development plans for talent pool candidates.

  • Human resources services delivery

  • Handle the day-to-day HR issues and queries from staff – offer prompt response and follow up on all issues

  • Evaluate and continually look out for better ways and opportunities of delivering HR services to staff – regularly ask for feedback from staff

  • Act as a voice and link for Field Offices with CO and other offices on HR matters

  • Provide a regular update to Director Support Services on critical HR matters coming to their desk – as well as suggestions on improvement

  • Staff Management, Mentorship, and Coaching – Human Resources & Administration

  • Ensure appropriate staffing within Human Resources and Administration

  • Ensure that all HR and Admin staff understand and are able to perform their roles

  • Manage the HR and Admin team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly

  • Working closely with the HR Officer to ensure that hr information systems are fully updated and functioning in all area offices

  • Learning and development

  • Compile all feedback from staff and managers on relevant capacity training needed for staff

  • Provide guidance on learning and development processes and facilitate in-house training programs such as performance management workshops and orientation programmes

  • Provide staff with HR guidance on individual development opportunities arising from performance review feedback and personal career development interests

  • Maintain a tracker of all staff trainings held and the staff trained for future reference

  • Administration

    * Lead administrative function to ensure the provision of effective administrative support across the country programme

    * Formulate Administration policies, procedures, guidelines and systems with proper tracking, documentation

    Reporting Responsibilities:

  • Ensure timely submission of monthly reports, analytics and support adherence to country office KPI’s

  • Child Safeguarding

  • Respond by taking appropriate action to support, safeguard and protect children where concerns arise regarding their possible abuse and exploitation.

  • Review, identify gaps and strengthen recruitment processes to ensure rigorous compliance with the Child Safeguarding Policy; ensure HR staff are trained/skilled in recruiting personnel through a child safeguarding lens; and ensure child safeguarding is incorporated into the performance management system

  • Emergency Preparedness

    During Humanitarian responses in close collaboration with the HR and Administration Director provide support to managers with implementing the emergency HR plan and other emergency HR actions

  • QUALIFICATIONS

    Bachelor’s degree in human resources management, Public Administration, Business Administration or any relevant qualifications

  • Essential

  • Minimum 3 years relevant human resources management experience in a corporate or large INGO environment at management level;

  • Minimum of 4 years’ experience in recruitment and selection

  • Must be familiar with Liberia Labour laws

  • Planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;

  • In-depth knowledge of employee relations and develop and maintain knowledge of local employment legislation;

  • Experience in capacity building of HR teams;

  • Resourcefulness and creativity in and ensuring the most effective support to line management;

  • Strong communication, people management and interpersonal skills in English,
