HEKS/EPER, Swiss Church Aid, supports projects designed to combat hunger, poverty and injustice in over 30 countries on four continents. HEKS/EPER also provides worldwide humanitarian assistance for victims of natural disasters and armed conflicts and supports the Church’s diaconal work in Eastern Europe and the Middle East. In Switzerland, HEKS/EPER champions the rights and causes of refugees and socially disadvantaged people. Through its development and social policy work in the fields of climate justice, access to land and food, migration, and integration, HEKS/EPER strives for systemic change – globally and in Switzerland.

With the onset of conflict in Ukraine following the Russian invasion on the 24th of February 2022, 6.5 million Ukrainians (approximately 15% of the population) have been internally displaced while 3.3 million (approximately 8% of the population) have fled to neighboring countries. Major population centers are under siege with civilian infrastructure heavily damaged. Basic commodities are becoming scarce with critical services facing significant strain.

The Human Resources Manager supports the HEKS/EREP team in all activities related to Human Resources according to donors’ policies and procedures and HEKS/EREP requirements. S/he ensures recruitment of employees and consultants, contract management, benefits provision, performance management, salaries calculations and employee relations.

Therefore, we are looking for a proactive and experienced

HR and Admin Manager, Ukraine, 100%

Your main responsibilities :

  • You identify qualified candidates, and invite and encourage prospective candidates for employment You screen candidates in collaboration with the hiring unit, short-list the ideal candidates
  • You participate in interviews, and make hiring recommendations
  • You inform short-listed candidates for test/interviews and the final result
  • You notify applicants of results of the selection process and prepare job offers
  • You check references and suitability of applicants before making the offer
  • You discuss recruitment policies with superiors to ensure the effectiveness of selection techniques and recruitment programs
  • You ensure transparent and bias-free recruitment process
  • You ensure recruitment is compliant with the donor policies and procedures and Ukrainian laws
  • You provide applicants and new hires with information about the job including hours and pay, tasks, responsibilities and working conditions
  • You plan and deliver training sessions with regards to human resources, including travel to regional offices for training if necessary

To be successful you bring:

  • At least 2 years’ experience in a similar position
  • Advance IT knowledge (hardware and software, Microsoft Office, Internet)
  • Previous experience with an NGO is mandatory
  • Previous experience in emergency response is appreciated
  • Skills: organized, sense of human relations, diplomacy, communication skills
  • At last 2 years in INGO is prefered
  • BAC+3 in administration or/and HR

Additional specialist knowledge required:

  • Payroll
  • Staff internal regulation
  • Staff Health Insurance and Legal taxation

Personal skills / psycho-social requirements :

  • Organized, sense of human relations, diplomacy, communication skills, flexibility
  • Fluent in English, (speaking/reading/writing)
