The “People and Culture Shared Services” (PAC_Shared Services) was transferred to the Manila Shared Services Center (MSSC) in 2016. Its mission is to accompany ICRC employees whose contract is subject to Swiss law (4,000 people) in their HR administrative requirements to ensure a smooth professional journey in the organization. It is comprised of different services such as HR Administration & Contracts, Global Mobility, Remuneration, and other HR Specialists. The HRSS also extends its services to the entire workforce of the ICRC through iDevelop request processing, and to HR services providers via its Business Proximity Support (BPS). As of 2022, a new set of services is offered to ICRC employees under resident contracts (13,000 people) to administer and International Retirement and Savings Plan (IRSP).

PURPOSE

Within the HR Shared Services, the remuneration team is in charge of all the salary reviews for mobile and HQ staff, such as recruitment salaries, rehiring salaries, annual salary review, and supports the Compensation & Benefits Unit in preparing the ICRC salary scales.

While being an active member of the team, the Team Leader has to provide leadership, support and guidance to a team of 5 Remuneration Specialists & 1 Compensation Analyst. She/he monitors the effectiveness of the team through regular analysis of key performance indicators and service level agreements to ensure the team provides an effective and efficient service.

MAIN RESPONSIBILITIES

  • Collects the required information in order to determine the salaries (e.g. appraisal report, change of position, and enters the information in the HR system)
  • Analyzes and provides suggestions, feedback, and best practices to the Center of Expertise for Compensation and Benefits
  • Acts as focal point for all remuneration issues for mobile staff
  • Collaborates with the Centre of expertise for Compensation and Benefits, Pool Managers, and HR Managers in HQ and HR Shared Services Manila
  • Maintains and updates the job description repository and tools related to job grading
  • Ensure data accuracy by undertaking regular checking and authorization of the processes undertaken by the Remuneration team
  • Seek and implement continuous improvement opportunities to ensure the Remuneration Team maximizes service and efficiency at all times.
  • Provide central information support to ICRC mobile employees including maintaining standard letters and documents, and HR information on the intranet
  • Produces quality reports and evaluates activities against key performance indicators
  • Responsible for the day to day management of the Remuneration Team, ensuring delivery of an efficient service in line with ICRC staff rules and regulations, the Staff Bargaining Agreement and Swiss Labour Law

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision. Makes sure that deadlines for the PMD cycle are met.
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities
  • Ensures the Remuneration Team maintain excellent working relationships with other Shared Services teams, including the Talent managers, the Contracts & Admin team, the HRIS team and all HR Expert service providers
  • Drive teamwork, plan and conduct team meetings that share information, calibrate knowledge and performance, motivate officers to learn and excel
  • Orient newly assigned team members and establish team mentor/buddy.

Selection Requirements:

  • University degree in Human Resource Management, Economics, Administration, Information Systems or equivalent
  • Good understanding of Compensation and Benefits implementation and administration
  • Good command of English; French language skills an asset
  • Excellent customer service orientation
  • Computer proficiency, including Microsoft suite and working knowledge of HR information systems
  • Minimum of 3 to 5 years proven professional experience in HR administration, Compensation and Benefits
  • Minimum 3 years’ supervisory experience in a shared services environment
  • Knowledge of and experience in HR services, including workflows, processes and key performance indicators
