The Opportunity

The role holder will provide generalist HR and administrative support to the HR Manager, most importantly on recruitment and onboarding across the full range of HR processes within the candidate and employee lifecycle and induction process.
They will also be responsible for continuously improving HR processes and systems in partnership with main office colleagues.
The role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

In order to be successful you will bring/have:

Required
* A Bachelor’s degree in Human Resource Management and or Business Administration or any other relevant degrees.
* Minimum 3 years of experience in Human Resources (with at least one year in managerial roles).
* Strong understanding and experience of the recruitment lifecycle.
* Experience of coordinating onboarding processes.
* Extensive knowledge of Turkish Labour Law and related legislation and issues concerning local labour market.
* Strong communication (written and spoken), and interpersonal skills in English and Turkish, with experience in working with multicultural teams across diverse cultures and geographical distances.
* Ability to build relationships quickly with a wide variety of people, both internally and externally.
* Demonstrated excellent skills in planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
* Proven operational generalist experience of providing service to staff and colleagues across a full range of HR issues.
* Advanced working knowledge with MS Office applications (i.e., Word, advanced Excel, Outlook, Teams) with high degree of proficiency and productivity.
* Good facilitation skills and ability to deliver induction briefing/training
* Able to work to tight deadlines and under pressure.
* Able to work with minimum supervision, using tact and diplomacy.
* Understands the importance of confidentiality.

Desirable
* HR and/or Admin experience in emergency response especially on heavy recruitment, emergency recruitment and onboarding.
* An understanding of direct and proactive sourcing methods would be an advantage.

Key Areas of Responsibility:

Recruitment

* Responsible for internal and external vacancy announcement based on SCI formats for approved recruitments.
* Responsible for national recruitment processes by advising hiring managers on HR perspective and facilitate international recruitment process including filing and ensure transparency in the process.
* Ensure the recruitment files are complete and updated with every recruitment by ensuring recruitment processes are in line with SCI regulations.
* Contract management of staff (including staff contracts, extension, amendments).
* Using a variety of methods, including internet data mining, cold calling, online databases, social media, internal database, employee referrals, career fairs, and other relevant sources to find candidates that meet the target profiles for open and upcoming vacancies.
* Focal point for HR online systems; Oracle, Agresso -Effort Reporting, Taleo.
* Responsible for providing data input for the Regional quarterly reports (Recruitments, Turnover, sitreps, updating staff list)
* Support new starters for their orientation process to ensure new members are supported.

Personnel Affairs

* Ensure that all staff have a personnel file within a week of joining.
* Manage the personnel files and ensure they are up to date with all the required documents at all times.
* Ensure confidentiality of the personnel file – assess of files by only the HR Manager or designated.
* Follow up on leaver process by ensuring all exit procedures are completed.
* Responsible for payroll processes and ensure its compliant with Turkish laws and donor regulations.

Learning & development and staff wellbeing

* Providing ongoing assistance, guidance, and promoting learning and development to all staff, teams and individuals/partners.
* Support HRM to prepare learning and development plans after analysing individual and organizational needs for staff
* Support related colleagues where needed to implement key actions/activities as outlined in the staff wellbeing plan and evaluate the effectiveness by ensuring reports are provided to management.
* Follow up with the partners designated HR responsible and ensure they receive the capacity building on HR matters.
* Conducting HR related trainings for HR systems/procedures and safeguarding related trainings to staff members.

Administration

* Ensure proper processing of TARs related to Northwest Syria Office
* Ensure regular payments (transportation, accommodation services, office rental, building management fees, utilities etc.) of Northwest Syria Office are executed timely and accurately.
* Support S&S department with their assessments concerning Administration.
* Ensure administration of communication lines related to Northwest Syria Office, ensure there is smooth collaboration with TCO colleagues in that regard.
* Ensure keys of Northwest Syria Office are well maintained and there is proper tracking systems in place
* Ensure proper administration of Northwest Syria Office meeting rooms, ensure facilitation of specific in/out-office events.
* Ensure needs of consumables (kitchen materials, refreshments, cleaning items etc.) and stationary of Northwest Syria Office are well-tracked and met in a timely manner and existing stocks are utilized effectively.
* Ensure cleanliness of Northwest Syria Office premises

Other
* Other projects as defined by the HRM.
* Be prepared to vary day to day activities and work pattern/hours in humanitarian response situations.
* Position holder may be required to outside of normal duties and working hours during emergency responses.

We offer a competitive package in the context of the sector at the pay-grade of the position, transportation allowance as per relevant internal policy and 20 days of annual leave per year.

Position holder will be based in Gaziantep, therefore legal right to work in Turkey is necessary at the time of applicaton.
