Reporting to Head of HR & Admin Department

Key relationships/interactions Oxfam Staff in Field and Algiers Offices – External parties.

Location Rabouni – Tindouf. Sahrawi Refugees Camps – South Algeria.

Job Purpose

This position will provide support for the daily upkeep and implementation of human resources and admin processes for Oxfam’s operations in Rabouni Office, near Tindouf, in accordance with Oxfam’s policies and procedures. S/he will report to the Head of HR & Admin Department/Senior HR & Admin Officer.

Job Responsibilities

Human Resources

  • Ensure all personnel files are up to date and properly filled as per Oxfam standards.
  • Support in the preparation of monthly payslips.
  • Ensure staff leave requests are archived properly and timely.
  • Follow up on monthly and/or quarterly timesheets.
  • Participate in the planning of the HR & Admin work plans, activities and objectives.
  • Ensure staff insurance documents are complete before transmitting to the insurance company.
  • Assist in ensuring that minimum health and safety requirements are being adhered to in the Field Office.
  • Provide support to the Head of Department as required.

Administration:

  • Provide quality admin support to the staff in the Field Office and provide daily reporting to the Head of Department/Senior HR & Admin Officer.
  • Act as back-up for the HR & Admin Officer in case of absence.
  • Provide support on translation when needed, English-Arabic-Spanish and French.
  • Perform other administrative tasks as required.

Job Requirements

Essential

  • A minimum of two years progressively responsible experience in HR, general administration and/or office management.
  • University degree or equivalent experience in business administration, HR, language studies, or related area.
  • Excellent command of written and oral Arabic and English – French and/or Spanish are a plus.
  • A tactful fast learner with friendly and cheerful personality.
  • Advanced user of IT including word processing, Excel databases/ spreadsheet use.
  • Operate in compliance with organizational regulations and rules.
  • Able to work with minimum supervision.
  • Able to maintain professional confidentiality on HR matters.
  • Ability to work within a multicultural, multilingual, and multidisciplinary environment and to work effectively with others.
  • Willing to live and work in a hardship duty station with basic facilities.

Desirable

  • Previous experience in international organizations is preferable.
  • Knowledge of Oxfam’s programmes and its intervention within the Sahrawi context would be an asset.
  • Always available attitude.
  • Flexibility to adjust within an online working environment.
