Context

Médecins Sans Frontières (MSF) is an international independent medical-humanitarian organization which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflicts, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is an international collaboration of 23 sections, five Operational Centres (OCs) and three Supply Centres worldwide. The five OCs each manage a portfolio of field projects out of their offices in Amsterdam, Barcelona, Brussels, Geneva, and Paris.

MSF has a large global workforce that in 2019 included more than 64.000 individuals working at field level, as locally employed or internationally mobile staff, and at headquarters levels. Most of our staff are employed locally in our projects. For the contract management and payroll for these locally employed staff we use an HRIS called Homere.

Through comprehensive and inclusive intersectional discussions among various stakeholders, it was agreed to create the position of the Homere Intersectional Application Owner to be the HR focal point for intersectional topics related to the application at operational (Homere Intersectional Team (HIT)), tactical (Homere Governance Team (HGT)), & strategic (Homere Intersectional Board (HIB)) levels.

Mission

The Homere Intersectional Application Owner is a leader ensuring a collaborative and participative approach pertaining to management of Homere by the 5 OCs. He/she organizes all work streams with the relevant stakeholders accordingly. He/she:

  • Collects & facilitates the prioritization with FHRP of intersectional / common HR needs from other intersectional platforms
  • Contributes, with Homere Referents, to the preparation & finalization by Homere Intersectional Application Manager of common RFCs
  • For OC-specifics items, liaises with relevant parties in each section to be informed on Homere & highlighting possible inconsistencies to intersectional groups
  • Final sign of (meeting business requirement) testing after consultation with Homere Referents & Homere Intersectional Application Manager
  • Coordinates and organizes Homere Intersectional Board (HIB), Homere Governance Team (HGT), & Homere Intersectional Team (HIT) meetings
  • Aggregates all requirements agreed to by Homere Intersectional Team (HIT) & Homere Governance Team (HGT) and generates RFC(s)
  • Coordinates with other platforms (FHRP, IDRH) and motivates other stakeholders on various Homere related topics
  • Guarantees and safeguards that the procedures of governance are respected and known, especially the escalation mechanism
  • Recommends budget proposals to HIT & HGT and manages common budget
  • Manages intersectional & external communication on Homere
  • Stimulates and supports the sharing of best practices
  • Performs the required functional analysis for identified needs
  • Monitors that all development, processes, & solutions are compliant with MSF data privacy policies
  • Is informed about the data protections guidelines in all OCs
  • Reports data privacy identified deficits and risks to HIB
  • Carries out other relevant duties as required

Your Profile

Education

  • Degree in Business Administration, HR, Management, and/or relevant experience

Experience

Required

  • Extent & relevance of experience in leading diverse teams in international & multi-cultural settings
  • Solid knowledge in human resources management, interdisciplinary collaboration, and information technology
  • Experience in developing and managing budgets
  • Past experiences in collecting and documenting functional needs and analysis
  • Past experiences in functional testing
  • Demonstrated & significant experience in coordinating multi-stakeholders’ platforms / meetings
  • Demonstrated ability in customer relationship management, negotiations, & communications
  • Awareness of data privacy and information security management

Desirable

  • Good knowledge of Homere application is a strong asset
  • MSF experience is an asset

Languages

  • English and French are the working languages in most OC and Homere is an app created in French. English is required but a good knowledge of English & French is a strong asset

Technical competencies

  • Strong knowledge and understanding of HRIS solutions as well as HR business needs and processes
  • Strong knowledge and practical experience in project and change management
  • Ability to work under time pressure and meet deadlines
  • Ability to develop positive partnerships within and outside MSF
  • Strong analytical skills
  • Good understanding of Homere application is a strong asset

Terms of Employment

  • Full-time position
  • Open-ended contract
  • Working place : Preference for the position to be based within one of the 5 OCs European HQ (Amsterdam, Barcelona, Brussels, Geneva or Paris). Other locations may be considered. There is a requirement to be available within European working hours
  • Ideal start date: ASAP
  • Gross annual salary: according the salary grid of the MSF Hosting office
  • The outcome depends on local legal limitations (residency, work permit, etc.) and on the agreement with the MSF Hosting office
