Chemonics seeks a Health Systems Strengthening Team Lead and Provincial Health Systems Strengthening Advisors for the USAID Pakistan Building Healthy Families (BHF) project. BHF will improve population health outcomes through stronger primary care systems encouraging uptake and continuation of voluntary FP/MNCH services. BHF will support the Government of Pakistan and private sector institutions to optimize stewardship of both sectors; optimize norms and behaviors to drive demand and service seeking and motivate health workers to provide quality care; and optimize access to FP/MNCH services. As a sub-awardee to Pathfinder, Chemonics will lead implementation for components that provide technical assistance strategies to government and local organizations to improve commodity security, supply chain, and last mile distribution, support development of solutions for HRH management and planning, improve government stewardship of mixed health systems and developing health markets, and other governance and health financing activities. This is expected to be a five-year, consortium-based project. These positions will be based in Pakistan at federal and provincial levels. Health Systems Strengthening Team Lead, based in Islamabad

Responsibilities Include:

  • Lead the Chemonics project team of supply chain, private sector, and HRH specialists.
  • Lead work on stewardship, policy, regulation, strategic integration and coordination of HSS components.
  • Support BHF consortium to address existing health system and FP/MNCH market needs.
  • In coordination with the BHF leadership team, develop strategic direction for project-supported health system strengthening technical assistance.
  • Provide oversight support and coordination of BHF to provinces, Health offices, and services delivery points (SDPs)
  • Provide on-the-ground monitoring by using performance indicators to document progress toward the achievement of the project’s results.
  • Provide strategic and operational support to project office staff for effective implementation of system strengthening activities.
  • Ensure effective and timely implementation of HSS activities in the work plan and quality of deliverables.
  • Ensure effective team collaboration and coordination to meet project objectives
  • Conduct supportive supervision and mentoring visits to various levels of the supply chain in coordination with personnel to provide on-the-job capacity building and to assess the success of technical interventions.
  • Ensure BHFA’s, Pathfinder’s, and Chemonics’ policies and procedures are adhered to at all times.
  • Ensure effective communication and respect among the team.
  • Document and publish successes and innovations in collaboration with relevant stakeholders as part of Project Performance achievements.
  • Assist the Country Director in the development and implementation of annual work plans, monitoring and evaluation (M&E) plans, and other reporting requirements as requested and required.

Qualifications :

  • Advanced professional degree in health, public health, health administration, economics, or related field, or minimum 7 years’ experience in health systems strengthening, project management
  • Minimum 4 years of supervisory experience, of which 2 or more recent years working in Pakistan with strong understanding of the Pakistan public health and federal structures.
  • Experience working in a consortium of partners with proven ability to facilitate collaboration among diverse stakeholders preferred.
  • Experience demonstrating a high level of diplomacy while working with government partners at the national or lower levels.
  • Experience within the health sector with understanding of family planning, maternal child health, and health policy.
  • Demonstrated ability to track project budgets and manage and supervise technical staff.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with a diverse staff, clients, and consultants.
  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to details and quality.
  • Demonstrated computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.
  • Experience working with USAID-funded programs highly desirable.
  • Fluency in English
