Overview of position:
Our client is an operational arm of the United Nations, supporting the successful implementation of their partners’ peacebuilding, humanitarian & development projects around the world. Their mission is to help people build better lives & countries achieve sustainable development. Their areas of expertise cover infrastructure, procurement, project management, financial management & human resources.

Role objectives:
The Health, Safety, Social & Environmental (HSSE) Observer shall report directly to the respective area HSSE Coordinator & indirectly to the YIUSEP & YEHCP HSSE Officers.
The primary responsibility of the HSSE Observer is to assist the HSSE Coordinator in facilitating compliance with applicable World Bank Environmental & Social Standards & our clients Health, Safety, Social & Environmental (HSSE) systems, as well as to provide advice on preventive measures required to minimize harm caused by hazards in sub projects implemented under the Yemen Integrated Urban Services Emergency Project & the Yemen Emergency Human Capital Project. On the other hand, s / he will assist contractors’ personnel in carrying out various HSSE inspections. Specific responsibilities include but are not limited to:

Compliance:
Ensure compliance with local regulatory HSSE requirements.
Ensure compliance with our clients HSSE minimum requirements for the contractors procedures.
Assists in the development and delivery of operational processes safely.
Enforces our clients policies & procedures.
Assists teams to deliver an exemplary HSSE performance.

Performance measurement:
Identifies potential & actual areas of improvement & assists in setting & formulating goals & tools for their achievement.
Provides input to leading & lagging HSSE performance measures.
Liaises with all stakeholders in order to be aware & educate the workforce on HSSE related topics.

Lessons learnt:
Provides input to the collection of lessons learnt for all activities.

Hazard identification & risk assessment:
Assists teams in identifying hazards, assessing risks & identifying relevant controls to manage & reduce these risks to ALARP.
Fosters a safe culture by being informed, mindful, learning, fair & respectful.

Behaviour Based Safety (BBS):
Promotes & coaches the workforce in Behavioral Based Safety.

Assurance:
Perform audits to measure the level of HSSE culture.
Carries out site HSSE audits & inspections as per audit & inspection plan.
Carry out regular site visits.
Provides HSSE input to the HSSE Officer.
Review contractors HSSE reports & upload them into our clients system.

Incident management:
Ensures incidents are recorded & reported.
Help the HSSE Coordinator in preparing initial incident reports.

Contingency management:
Coordinate with the HSSE Coordinator to provide immediate response in emergency situations.
Conduct contingency drills to maintain & increase staff competency.

Contractor management:
Manages contractor in all aspects of health & safety.

Document control:
Ensure that all forms & documents utilized in the worksites are consistent, valid & upto date.

Project reporting:
This role reports to the line manager.

Key competencies:
High school diploma is the minimum requirement for this role a bachelor degree preferably in health & safety management, natural science or engineering would be an asset.
A minimum of 5 years of progressively responsible experience in Health, Safety, Social & Environmental (HSSE) management is required.
Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs & Slides is an asset.
Full fluency in English is required.
Arabic language is strongly desired.

Team management:
This role has no team management responsibility.
