The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation and legal assistance. These days NRC provides support people affected by armed conflict and those fleeing in search of safety. NRC’s main focus is to provide immediate humanitarian relief, including cash, shelter assistance, information, counselling and legal aid.

Duties and Responsiblities

The Country HSS (Health, Safety & Security) Manager serves as the lead technical resource on health, safety and security risks and crisis management within Ukraine. This function is line managed (direct) by the Country Director (CD) and managed in a technical line (dotted) by the Regional HSS function. This role acts as the technical supervisor for Area HSS staff or equivalent within the Country Office and serves as a core member of the Country Management Group (CMG) and Crisis Management Team (CMT).

  1. Promote and stimulate HSS risk management culture.
  2. Provide CMG with strategic advice based on changes to the context.
  3. Oversee and support national HSS risk management to staff, assets, operation and reputation of NRC.
  4. Implement the NRC Global HSS Management System at national level and provide reports as required.
  5. Develop and maintain national HSS documents and procedures including strategy and budget.
  6. Act as an adviser to CMT leader during a crisis and take lead as and when delegated.
  7. Oversee and/or conduct Security Risk Analysis (SRA) and status reviews.
  8. Manage HSS staff at Country Office.
  9. Support, training, control and development of HSS staff in all offices and organise and/or train and develop staff in HSS.
  10. Network, communicate and cooperate with relevant external HSS actors.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Responsible for the development and implementation of a robust security structure in the Country operation.
  • Facilitating and catalysing principled humanitarian access negotiations with CMA.
  • Liaise with other INGOs’ security focal persons and key stakeholders (UN, ICRC, embassies, …), ensuring good communication and collaboration in order to gather relevant information.
  • Organise and implement relevant security trainings (HEIST) trainings
  • Build a strong collaboration with HR Manager to ensure Duty of Care principles are implemented
  • Ensuring that HSS related costs are incorporated in programme budgets.

Skills, Knowledge and Experience

  • Minimum 3 years of experience from working as a senior HSS Manager in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Substantial and demonstrated prior experience as a trainer.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal
  • Valid driver’s license.
  • Knowledge of the context in Ukraine
  • Experience with start-up, exit or similar
  • Preferred:

  • Professional qualifications or studies in general management, HSS and/or risk management.

  • Prior work experience in the region

  • Experience or qualifications in humanitarian access.

  • Experience or qualifications in negotiations.

  • Experience in risks management for implementing partners or remote management.

  • Fluency in local language, both written and verbal.

  • Knowledge of the local language
