Health Project officer (National Only)

The Health Project Officer (HPO), under the overall supervision and direction of the Health Program Coordinator is responsible for program design, planning, coordination, implementation, partnership, monitoring and reporting of the Health Project/s implemented by Islamic Relief Lebanon (IRL)

Key Tasks and Responsibilities.

Program Design, Implementation and Reporting

• Contribute to the design and development of long-term project proposals and emergency appeals on Health sector.
• Contribute to budget development and smooth implementation of the cash flow based on the monthly liquidation in close coordination with the finance department.
• Ensure that all project activities are implemented according to the detailed implementation plan, budget and the approved targets.
• Produce periodic, timely, and accurate narrative reports for the donors, IR management and HQ as required.
• Prepare monthly reports as required.
• Ensure all project documents are systematically recorded and filed per the IRL archiving requirements.
• Collect media materials such as case studies, success stories and best practices per the project and donor requirements.

Monitoring and Evaluation

• Undertake periodic monitoring visits to the project locations to evaluate the progress, trouble shoot and meet the right holders/partners.
• Prepare monitoring visit report along with the action plan and share them with the line manager to agree on the follow-up actions.
• Undertake review of the projects in collaboration with the partners and IRL colleagues to ensure smooth implementation.

Coordination and Networking

• Represent and participate in regular coordination meetings at national and field level.
• Work in close collaboration and coordination with Finance, Procurement, MEAL and other departments of IRL to ensure that the project/s are implemented smoothly and in line with the required standards.

Partnerships

• Identify potential partners and like-minded organizations to collaborate on Health projects at the areas of intervention.
• Actively engage and maintain regular communication with the relevant project stakeholders including, partners, local authorities and community members.
• Establish strategic and strong relationships with the partners to ensure that the project activities are implemented in collaboration with IRL and the partner organization within the compliances of IRL.

Supervisory Responsibilities

No supervisory responsibilities under this position.

Required Qualifications, Skills and Professional Experience.

• Bachelor degree in medicine, Social Sciences or related fields,
• Minimum of 3-5 years of work for humanitarian organizations in the capacity of health officer or similar in Lebanon context.
• Excellent communication in English and Arabic both verbal and written.
• Self-motivated, proactive, organized, creative, flexible and manage personal stress
• Ability to work as part of a team as well as to work autonomously when required
• Ability to constructively address gaps and weaknesses.
