ALAMEEN for Humanitarian Support is a non -governmental organization established by a group of volunteers in Syria during the crisis in 2012 and registered in the USA, Sweden, and turkey.

ALAMEEN is implementing projects through regional offices in Syria, Turkey, Lebanon, Yemen, Sudan, Iraq, Palestine, and Somalia.

Our work sectors are Health, Nutrition, Education, Food Security and Livelihoods (FSL), Protection, Shelter & Non-food items, Wash and Sanitation.

ALAMEEN also manages development projects, advocates to empower civil societies and local governance.

Job Description

ALAMEEN is seeking a Health Program Officer (HPO) who will be responsible for perform administrative and supervisory duties for contracted and county-operated health programs and services, including but not limited to staff supervision, program development and implementation, program monitoring and evaluation, coordination of services, and related duties as assigned.

The HPO makes sure that health program policies and practices are properly implemented. They maintain the budget and track the transactions or expenditures.

Roles & Responsibilities:

Program and representation:

  • Assist in the development and operationalization of ALAMEEN Health Strategy.
  • Ensure regular training for staff and health personnel in such areas as clinical training, health service management, and data collection and reporting
  • Manage the implementation, control the budget, and mobilize the resources for the health projects in coordination with the relevant departments and under the supervision of the Health Program Manager.
  • Set relevant technical criteria for employment, contracting, supplying, capacity building and the similar activities.
  • Set capacity building plans for the projects’ staff.
  • Supervise the field medical coordinator(s) / officer(s).
  • Help in complaints and feedback management whether coming from the beneficiaries or from the projects’ staff.
  • Conduct technical and managerial performance appraisal for the projects’ staff in coordination with the HR department.
  • Assist in regular and progress reporting.
  • Follow up with the EOIs and potential donations of supplies.
  • Assist in discovering grant opportunities.
  • Ensure on time delivery of projects deliverables in manner that ensure meeting Al Ameen’s standards and the internationally minimum acceptable standards of quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines
  • Work with the Proposals Development and MEAL Unit to coordinate information needs and compile program-level monitoring and evaluation information for dissemination.
  • Work on Theories, principles, goals, and objectives of public health.
  • Assist in program planning and development.
  • Keep Al Ameen for Humanitarian Support Management up to date on the development and progress of all projects progress and challenges.
  • Provide technical support to the medical and technical staff.
  • Represent the organization in relevant events as per the superior management’s guidance.

Ability to:

  • Work in a stressful setting and adapt quickly to changing environments
  • Conduct work in a professional and mature manner.
  • Mentoring and training; experience in supervising staff desirable.
  • Manage time effectively and work under pressure with deadlines.
  • Plan, organize, coordinate, supervise and evaluate complex program activities and diverse staff.
  • Apply principles and techniques to problems and issues.
  • Build positive environment among groups with differing needs and objectives.
  • Analyze data and make appropriate recommendations / decisions.

Qualifications

  • Health professional with a medical degree or any relevant degree
  • 3 years of experience managing health programs.
  • 3 years of supervisory and management experience
  • Strong coordination and leadership skills.
  • Excellent knowledge of the humanitarian and development sectors, experience and knowledge of humanitarian standards.

Languages:

  • Proven very good Arabic and English languages (oral and written).
