Overview of position:

  • Given the dire humanitarian situation & needs, our client supports a wide range of Health & Nutrition (H&N) responses across Yemen. This ranges from preparedness & reporting to the immediate needs of responding to the risk of famine, disease epidemics / pandemics (Polio, Cholera, Diphtheria & Measles among other potential outbreaks), to preservation of the collapsing health system at all levels.
  • Immunization indicator shows declining in the number of vaccinated children under 1 year, despite the continued facility & community based immunization activities in Al Jawf. Till mid of Oct 2022, only 8,467 children under 1 year have been vaccinated, this number is under the planned number that our client & their partners agreed to in 2022 to be reached & formed 40% of the target. The trend of suspected measles cases is fluctuant & increasing.
  • The food security situation in Yemen is alarming with the country on the brink of famine. Based on the recent Integrated Phase Classification – Acute Malnutrition (IPC-AMN) released in March 2022, the acute food insecurity & malnutrition situation in Yemen has deteriorated further in 2022, with approximately 2.2 million children under the age of 5, including 538,000 severely malnourished & about 1.3 million PLW projected to suffer from acute malnutrition over the course of 2022. The severity increases dramatically in the projection period for both food insecurity & acute malnutrition, with 86 districts moving to higher IPC phases, with 82 moving from phase 3 to phase 4.
  • The primary objective of our clients H&N programs in Yemen is to save lives & reduce the mortality & morbidity among children & pregnant & lactating women, by providing timely & quality life saving H&N interventions & ensuring improved & equitable use of high impact maternal, new born, child & adolescent health interventions.
  • In addition, prevent malnutrition in all its forms across the life cycle, throughout early childhood, middle childhood & adolescence. our client advocates for & supports policies, strategies & programs that prevent malnutrition & ensure healthy growth for infants & children. These policies, strategies & programs aim to protect, promote & support recommended breastfeeding practices for infants & young children from birth, promote & support age appropriate complementary foods & feeding practices in the 1st 2 years of life & support the use of micronutrient supplements to prevent all forms of malnutrition in early childhood.
  • Therefore, our clients Yemen approach to scaling up preventative & therapeutic health & nutrition programming is guided by the conviction that reducing inequities is right in both principle & practice aiming at building resilient services, especially in high risk areas where inequities prevent the most marginalized children & women from having access & adequate nutrition services & practices through the multisectoral accelerated plan.
  • Despite the significant interventions & scale up of health programs in Al Jawf, coverage gaps remain across all program areas especially routine immunization & community based management of severe malnutrition, until September, the EPI coverage rate showed lower coverage in Al Khalq at 27%, Al Matamah at 30%, Al Maslob at 32% & Al Ghail at 33%, & the SAM coverage rate in Al Jawf was low in some districts, such as Kha’ab Wa’ashaf at 18%, Barat Al A’anan at 26%, Al Khalaq & Al Marashi at 27%. Our client & the Al Jawf health office have activated a multi sectoral acceleration & scaled up the response to improve immunization and CMAM coverage rates. Our client is scaling up support to the hosting & IDP communities across all 12 districts in Al Jawf. Bottlenecks & gaps identified include community refusal rate based on wrong beliefs & biased rumors, local insecurity, inaccessibility to remote & unsafe areas, shortage of supplies, a limited number of health facilities & health workers including community health & nutrition volunteers & untrained health workers. These factors contribute to the low coverage of immunization & CMAM services in addition to inadequate follow up of H&N programs, particularly at the lower levels (district & community). These have all been compounded by the recent introduction of the decentralization strategy & risk pivot measures which have placed a heavy burden on the Sa’ada Field Office (FO) H&N team.
  • There is an immediate need to support & facilitate Saada FO to ensure more efficient delivery of the improving coverage rates of immunization & CMAM & strengthening the component of monitoring of the field implementation in Al Jawf’s districts through the recruitment of H&N Facilitators. It is anticipated that this will meet immediate service delivery gaps, particularly in accessing & supporting lower levels of program implementation & ensuring that our clients main goals are being achieved at the facility & community levels.
  • The H&N Facilitator will ensure ongoing field monitoring of remote & border areas that are hard to reach by our clients staff because the security restrictions making it difficult for them to access these difficult areas.
  • Therefore, is a continued need to support & facilitate the FO to ensure more efficient delivery of H&N services, a Health Facilitator is required to support the Sa’ada FO team to reach the hardest areas & liaise with partners to facilitate the work on the field & report to the supervisor on the workflow in the governorate. It is anticipated that this will meet immediate service delivery gaps, particularly in accessing & supporting lower levels of program implementation.
  • The local government’s (govt’s) capacity is historically limited. With 8 years of conflict & no salaries for health staff as well as other civil servants, this capacity is further diminished. Hence our client in cooperation with WHO & other H&N actors needs to step up direct & stronger support.
  • The 3rd party consultants can support the monitoring of our clients H&N activities, hard to each areas. In addition, the UN presence is limited in many areas since they are remote & reaching them requires long driving hours leaving little time for programme monitoring. Stay over nights is not also permitted for UN staff & this is affecting a strong engagement & support the local counterparts. Some areas of Al-Jawf are no go areas for UN staff as they still require security assessment, while they are accessible by 3rd party consultants who are normally from these areas or have good connections.

Role objectives:

  • The objectives of the assignment are aligned with facilitating the implementation of H&N interventions through the recruitment of 1 H&N Facilitator through a strong support to the health office. The H&N Facilitator will have a broad role, but his / her main role will be to provide a facilitative role in ensuring the delivery & monitoring of H&N programs in Al Jawf. In addition, the role and tasks will be adapted as required based on the requirements & the needs.

Responsibilities include:

Planning, coordination & partnerships:

  • Support with multisectoral microplanning at all system levels including at the community level.
  • Support the H&N team to facilitate & accelerate submitting, on time, the intervention requests, reports & liquidations & all related supporting documents that are needed.
  • Support POs to plan for & conduct monthly / quarterly progress meetings with IP’s (govt. & NGO partners), this should be agreed upon with the supervisor & / or planned in advance.
  • Support the FO team with the any of H&N Program Cooperation Agreements (PCA ’s) at the field level in the hard-to-reach areas.
  • Support FO H&N team on the processing & follow up on implementing the H&N activities in HFs & community levels & oversee outdoor activities of the EHCP supported health facilities works.

H&N technical program support:

  • Provide support across all H&N program areas as required including health emergency, IMCI, MNH, EPI, EHCP, CMAM, IYCF, CHNVs & micronutrient programs.
  • Support & monitor H&N capacity building activities across all health program areas.
  • Support the supervision and monitoring of our client related activities. This should be the main task of the Facilitators.

H&N information management, assessments & reporting:

  • In collaboration with H&N Information Officer (IMO) support the submission of timely & quality programs related information through DHO’s, GHO & other partners.
  • Participate in & support regular H&N assessments if needed.
  • Tracking & archiving the capacity building activities & supervision reports for the partners & TPM.
  • Participate in & support our clients program evaluations.

H&N supplies management:

  • Support the H&N team & the GHO on the proper planning & distribution of the programs supplies.
  • Provide monthly updates on H&N supply stock levels at HFs, district & governorate levels to ensure an intact supply chain system & ensure the contingency stock at all levels.
  • Conduct at least 1 visit per quarter to the warehouses.
  • Conduct on the job training for the storekeepers on supply management including storage conditions.

Deliverables:

  • Ensure quality of service provision through:
  • Monthly field plan & conduct missions to the health facilities, report on gaps, quality & progress of our client supported activities.
  • Monthly H&N progress report based on agreed parameters & indicators.
  • Monthly stock reports at HFs, districts & governorate levels.
  • Monthly monitoring reports.
  • Other reports in line with work plan key tasks articulated in the scope of work (includes donor reports, reports).
  • Real time flagging of issues (e.g., supply stock outs, pending payments or accountabilities etc.).
  • Final consultancy report.
  • Constant quality technical support to GHO Al Jawf including on our clients business procedures.
  • Ensures 100% of our clients business processes with their counterparts are facilitated & shared with Saada FO on a timely basis.
  • Represent our client in meetings & events as directed.

Project reporting:

  • This role reports to the line manager.

Key competencies:

  • Bachelor’s Degree in Medicine, Nursing, Pharmacy, Health Sciences, Public Health, Nutrition, Food Science or social sciences related qualifications.
  • Minimum of 3 years’ experience in public health related work.
  • At least 3 years’ work experience in public health or health & nutrition services delivery in Yemen.
  • Previous work experience in emergencies is an advantage.
  • Demonstrated experience in field work especially rural & hard to reach areas & located in Al Jawf.
  • Must be fluent in Arabic & English.
  • Demonstrated experience in field work especially rural & hard to reach areas.
  • Practical program management experience.
  • Experience in training & development of training materials.
  • Experience in report writing in Arabic & English.
