Health & Nutrition Advisor

1 Year Contract (with possible extension)

Organisation Description: Johanniter-Unfall-Hilfe e.V. (www.thejohanniter.org) is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance (JIA) is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide.

Background

Johanniter started their activities in Mozambique in 2019 and intends to expand its program in Mozambique in the short to medium term. We plan to implement projects to support the affected population in the province of Cabo Delgado. The projects focus on WASH, Nutrition and Health and will be implemented with local partners and through self-implementation. Funding will be secured through UN organisations (UNICEF), German Federal Ministry for Economic Cooperation and Development, USAID as well as a variety of other donor agencies.

In a Nutshell

You will:

  • be responsible to implement activities within the Health and Nutrition Sector in Cabo Delgado, Mozambique as part of Johanniter’s emergency response, early recovery and resilience building programming
  • be responsible for the planning, management and successful implementation of technical interventions
  • make sure that they are carried out according to technical standards, best practices and lessons learned
  • contribute to strengthening Johanniter’s health/nutrition response capacity and improve the quality of its health programming
  • report directly to the senior programme manager

What you will do:

Strategy and Vision

  • Actively support the values of Johanniter and thus shapes the country programme accordingly
  • Support the development and implementation of the country strategy in line with JIA strategy
  • Support the development of long-term programming as well as exit strategies

Programme Development

  • Contribute to identify geographical areas of interest according to humanitarian context, vulnerable populations’ needs, national and donors’ priorities
  • Carry out needs assessments; analyse, report and provide recommendations for interventions
  • Support the identification and design of new interventions and programs through assessments
  • Assess and build partnerships with new local or national partners

Human Resources

  • Line management and supervision of national staff
  • Recruit and hire national staff
  • Promote accountability, communicate expectations and provide constructive feedback via regular bilaterals and performance reviews
  • Supports capacity development of junior technical staff and the network of community health promoters through training, mentorship and coaching

Safety and Security

  • Ensure application of and compliance with security protocols and policies; serve when requested, as security focal point in the field sites

Safeguarding

  • Prevent and proactively fight against breaches of the Johanniter Code of Conduct, incl. corruption, fraud, SEAH

Programme Implementation and Quality

  • Plan and implement health activities in line with humanitarian, donor and country specific quality standards, country strategy and projects documentations
  • Contribute to the financial projections regularly monitor their thematic budget utilization status
  • Develop target criteria and mechanisms to ensure needs of identified vulnerable groups are met
  • Ensure links with community representatives, mobilisation/engagement with project communities and other relevant stakeholders
  • Implement planned activities according to work plan, in line with national/international technical and humanitarian standards, guidelines and best practices
  • Conduct distributions of procured items and provide required support to staff/partner staff, stakeholders, beneficiaries in line with work plan
  • Monitor progress of interventions’ indicators against programmatic outcomes targets and ensure that targets and objectives are met
  • Ensure quality of programming and technical guidance of program implementation through frequent field visits
  • Ensure Health activities are aligned & integrated
  • Support ownership of local communities and development of exit strategies/handover to local stakeholders and communities

Monitor, Evaluate, Accountability, Learning, Report

  • Ensure compliance of the health activities to internal, donor and governmental requirements
  • Establish and maintain systems/tools to monitor and evaluate project activities, quality and impact
  • Ensure consistent use of tools for drug management, updated protocols and medical guidance
  • Develop and maintain community feedback mechanisms
  • Conduct monitoring of all aspects of Johanniter Health & Nutrition intervention,
  • Provide data and information, data verification, storage and management of databases
  • Provide technical input and support project progress reports
  • Support knowledge management, document and share project information, lessons learned

Capacity Building

  • Conduct technical capacity building sessions and workshops to staff, partners and communities

Representation and Communication

  • Build and strengthen external relationships, represent Johanniter in Health and Nutrition Clusters and other relevant coordination fora

What you bring:

  • Health professional (MD, RN, PA, CO) or other relevant qualification; with strong health & nutrition background
  • 3 years relevant work experience in management, coordination; implementation of health & nutrition interventions in a humanitarian/development context; conducting health/SRH, nutrition, WASH baseline assessments, rapid humanitarian assessments
  • Knowledge of health technical standards
  • Experience of working with international humanitarian donors (USAID-BHA, ECHO, GFFO, BMZ, etc)
  • Experience in WASH, protection, gender-based violence, mental health support is desirable
  • Previous experience in project location desirable
  • Committed, mature person able to take responsibility and make decisions
  • Detail-oriented with good multi-tasking, communication skills, both oral and written
  • Fluent in English and Portuguese (or Spanish, Italian or French committed to learn Portuguese)

What we offer:

Remuneration: 45114€ – 47488 /annum gross (Johanniter AVR DWBO Annex Johanniter internal tariff and relevant previous experience)

Benefits: 13th cheque, Social security (lump sum 375€/month for expats not under German social security); rental contribution 300 €/month; international insurance package; 29 days annual leave; yearly home flight (for contracts > 1 year); Cost of Living Allowance (930€/month).
